Description

This is a SOURCES SOUGHT FOR MARKET RESEARCH. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. This announcement constitutes a Sources Sought (market survey). This notice is a request for information to provide data for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. A solicitation is not currently available. This Sources Sought is a market research tool used by the acquisition team to determine potential and eligible businesses that have the capability and interest in providing the specific regulatory required services on fire protection systems described herein, prior to determining the method of acquisition. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation.





The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder seeks information from PRIME CONTRACTORS that are capable and interested in performing specific regulatory required services on fire protection systems. This includes inspection, testing, & maintenance and impairment coordinator services of the fire protection systems for the National Institute of Standards and Technology (NIST) based in Boulder, Colorado, to include the Boulder, CO campus and Fort Collins, CO campus. These required fire protection system services shall be in accordance with manufacturer requirements and NIST adopted codes and standards to include the International Code Council (ICC) International Building Code (IBC), International Fire Code (IFC), and the National Fire Protection Association (NFPA) applicable standards.





This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting. The Government is not obligated to and will not pay for any information or comments received from potential sources as a result of this Sources Sought and Request for Comments announcement. Any responses received will not be used as a proposal. Respondents will not be notified of the Sources Sought evaluation results, nor will questions be addressed by the Government.

The results of this Sources Sought will be utilized to assess the amount of interest and capability in the current market, and to determine if any Small Business Set-aside opportunities exist for this potential requirement. All Small Business Set-aside categories will be considered. This market research tool will be used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and level of announcement for issuance of a solicitation.





INSTRUCTIONS TO RESPONDERS:



NIST is seeking responses from all responsible sources, including large and small businesses. Small businesses are defined under the associated North American Industry Classification System (NAICS) code for this effort, 561621 (Security Systems Services - except Locksmith), as with the small business size standard being $25 Million. Please include your company's size classification and socio-economic status in any response to this notice.





Interested parties that can meet or exceed the above SERVICE CRITERIA AND PERSONNEL REQUIREMENTS are requested to email a detailed capabilities statement describing their abilities to Julie.Morris@nist.gov no later than the response date for this notice. The response should include achievable SERVICE CRITERIA AND PERSONNEL REQUIREMENTS and any other information relevant to your capabilities including any SERVICE CRITERIA AND PERSONNEL REQUIREMENTS that cannot be met or is deemed close to but not meeting identified criteria and requirements.





Interested and capable PRIME CONTRACTORS are requested to electronically submit a Capabilities Statement of no more than twenty (20) pages in length inclusive of the following information:





1. Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that can provide the service(s) for which criteria and requirements are provided.

2. UEI/CAGE code registered in the System for Award Management (SAM) at www.sam.gov.

3. Indication if the company(ies) are small business and social economic category(ies).

4. Indication of whether the services required are currently on one or more GSA Schedule [i.e. Multiple Award Schedules (MAS)] contracts and, if so, the GSA MAS contract number(s).

5. Indication if the company(ies) can provide all or some of the services.

a. Provide documentation demonstrating the ability to meet the personnel qualifications listed in the attached.

6. Any other relevant information that is not listed above which the Government should consider in developing its minimum criteria and requirements and finalizing its market research.

7. Company sales brochures or marketing packages will NOT be considered.
