Project Description: CAPITAL REGION WATER will receive Sealed Bids for construction of the 2025 Street Restoration Project in accordance with the Contract Documents until 1:00 PM, prevailing time on Tuesday, July 1, 2025, at which time the Bids received will be opened online through the PennBidTM Program. Total bid values results will be posted for the public review on the PennBidTM Program.
The Work for this Project generally includes, but is not limited to, pavement restoration, concrete curb restoration, sidewalk restoration, traffic control and all associated work as identified in the Contract Documents. The Work is located at approximately twenty-one (21) locations throughout the City of Harrisburg where previous utility repair work was completed by the Owner and temporary pavement was constructed. Twenty-one (21) of the locations are permitted and ready for restoration. It is anticipated that forty-five (45) additional locations will be disturbed before August 29, 2025 and will be included in the second Notice to Proceed. The Work includes all materials, equipment, labor, necessary appurtenances, and other miscellaneous labor and materials as contemplated by the Contract Documents.

Bidders can utilize the PennBidTM Program without any initial or recurring costs. A fee of 1/3 of 1% of the bid total, capped at $5,000, is assessed only to the bidder who is awarded the project.
Notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. Following the submission of DBE documentation in compliance with EPA Regulations regarding initial solicitations, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis.
Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works. The Contract Documents specify the Pennsylvania prevailing wage rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors’ employees.
A Proposal Bond in the amount of ten percent (10%) of the total bid price is required to be accompanied with a Bid. A Performance and Payment Bond, each in the amount of one hundred percent (100%) of the estimated contract price, shall be required from the Successful Bidder. A non-collusion affidavit is required for this Bid.
A non-mandatory pre-bid meeting will be held online virtually at 9:00AM on Tuesday, June 17, 2025. Capital Region Water reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for or in the best interest of Capital Region Water.
