This sources sought is being amended to post RFI answers and allow response time. New sources sought close date is 5 March 2025 at 1:00 PM local time. RFI answer are attached.
1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.
2. Contract Information: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 517111, Wired Telecommunications Carriers, which has a corresponding Size Standard of 1500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in any business, including all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.
3. Requirement:
173d Fighter Wing, is seeking sources that can replace essential Local Telecommunication Services (LTS) and Long-Distance (LD) that are currently provided on a low-speed time-division multiplexed (LSTDM) circuit with emulated session initiation protocol (SIP) circuits. The installation of all transport circuits and equipment, as well as the porting of all Direct-Inward-Dialing (DID) Directory Numbers. All connectivity requirements and features currently transported over the existing LSTDM must be migrated to an emulated SIP path without loss of capabilities. This LTS will support the installation 24 hours a day/seven days a week/365 days a year (24/7/365).
4. Submission Instructions: Responses to this sources sought notice must be submitted electronically (via email). The Telephone Service Sources Sought Info Request Form needs to be completed when responding to the sources sought. A contractor’s response to this Sources Sought shall be limited to the information sheet and five (5) additional pages of information for past performance or experience which may help in market research for industry capacity and shall include the following information:
