Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
Union Fire Association - Renovations
Contract Number: 25-27-4405
General Construction; Fire Suppression / Plumbing Construction; Heating, Ventilating, and Air Conditioning (HVAC) Construction; Electrical Construction
Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, Thursday, November 13, 2025 at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
A non-mandatory Pre-Bid Conference will be held at 149 Montgomery Avenue, Bala Cynwyd, PA 19004 on Wednesday, October 15, 2025 at 3 pm, for all interested Bidders.
Scope of Work
The renovation project includes, but is not limited to, selective site demolition and improvements; coordination with utility agencies for modification of incoming electric and
gas services; selective interior building demolition; structural steel; concrete foundation and slabs; interior space reconfiguration, finishes, and accessories; rear roof repairs; front
roof replacement; replacement / upgrade of generator, HVAC system, electrical system, fire alarm system; plumbing; fire protection system; overhead doors; signage; and associated appurtenances.
Award is planned for December 2025 with Construction Notice to Proceed planned for January 2026 pending contract execution.
Detailed specifications developed by Buchart Horn Architects and Paragon Engineering Services. Questions regarding the project scope shall be submitted via the “Messages”
feature in PennBid. The last day for receipt of written questions is end of business day of Friday, October 31, 2025.
The project is funded by the Township of Lower Merion; Commonwealth of Pennsylvania Financing Authority (Local Share Account Grant, LSA); Commonwealth of Pennsylvania
Department of Community and Economic Development (Keystone Communities Initiatives Program Grant, KCP); US Department of Homeland Security Federal Emergency Management Agency (Staffing for Adequate Fire and Emergency Response Grant, SAFER), and Union Fire Association.
ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONTRACT DOCUMENTS
MUST BE PAID ON THIS PROJECT, AND THAT THE CONTRACTOR MUST ENSURE THAT EMPLOYEES AND APPLICANTS FOR THE EMPLOYMENT ARE
