REQUEST FOR PROPOSAL
ENGINEERING SERVICES – KAYENTA 230KV
TRANSFORMER NO. 2 REPLACEMENT
Navajo Tribal Utility Authority (NTUA) is hereby contacting qualified engineering firms who are
knowledgeable in RUS rules and regulations to provide engineering services for a substation
project located in Kayenta, Arizona.
An on-site pre-proposal meeting will be held on November 14, 2024 at 11:00 a.m. (DST) at the
NTUA Kayenta Substation site. The project site is located in Kayenta, Arizona approximately 5.1
miles northeast on U.S. Highway 163 (36.782494°, -110.236789°).
Instructions and Scope of Work can be obtained from Avis Jimm, Contract Administrator, at (928)
729-6243 or by email avisj@ntua.com or at NTUA Purchasing Department, North Navajo Route
12, Fort Defiance, Arizona.
Proposal and Cost shall each be submitted in separate sealed envelopes clearly marked:
for the Proposal “DO NOT OPEN – ENGINEERING SERVICES - KAYENTA 230KV
TRANSFORMER NO. 2 REPLACEMENT (PROPOSAL)” and for the Cost “DO NOT
OPEN – ENGINEERING SERVICES - KAYENTA 230KV TRANSFORMER NO. 2
REPLACEMENT (COST)” and received by December 1, 2025 at 5:00 p.m. (DST). No late,
facsimiled, or electronic mailed proposals will be accepted.

Preference will be applied in accordance with the Navajo Business and Procurement Act (12

regulatory requirements. Proposers must submit evidence of their Preference Priority Certification
