REQUEST FOR PROPOSALS/BIDS

FOR

MECHANICAL DREDGING OF THE NEBRASKA STREET POND

I. Purpose of Proposal

The Village of Frankfort is seeking proposals from qualified companies to provide mechanical

dredging of the retention pond located at the NE corner of Route 45 and Nebraska Street in

Frankfort, Illinois.

II. Background

The Village of Frankfort maintains a roughly 1.41-acre retention pond on Nebraska Street that

has significant sedimentation build up. The pond function has been negatively affected by the

sedimentation. Initial estimates indicate 2-4’ of sediment covering the entire pond.

III. Scope of Services

The successful firm will be responsible for providing a proposal that includes the following

services:

• Pond dewatering.

• Contractor to verify sediment quantity.

• Mechanical dredging of sediment.

• Disposal of all sediment.

• Daily clean-up of any sediment tracked offsite.

• Provide silt fence for site.

• Landscape restoration (topsoil, seed, fertilizer, straw blanket).

• All work must be completed by April 30, 2026.

IV. Proposal Content

All proposals are to include the following:

• Name, address, and telephone number of firm.

• Brief business history and resumes of key personnel assigned to project.

• Provide minimum of three (3) references on similar jobs completed in the past three

years.

• Project completion schedule (assuming start date after December 16, 2025).

• Signed proposal by authorized authority.

V. Submission Requirements

All proposals shall include, at a minimum, the following:

• Total cost for pond dredging project.

• Project schedule.

• Crew leader assigned to project.

• Proof of Worker’s Compensation and Employers Liability Insurance.

• Proof of current licensing and registration with the Village of Frankfort.

• The Proposer shall also include a copy of their standard contract terms and conditions

for review of the Village with the RFP/Bid or they will not be considered or utilized in

the contract process.

• A bid bond of 10% of the bid amount.

• Contractor to follow the Prevailing Wage Act.

All proposals are to be submitted to the Frankfort Village Hall located at 432 W Nebraska

Street, Frankfort, IL, 60423 no later than Monday, November 24, 2025 at 10:00 am.

VI. Administration Information

The Village of Frankfort reserves the right to accept, reject or negotiate any proposal. All

proposals will be checked for completeness, level of experience, qualifications of firm,
