This Sources Sought notice is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Naval Air Systems Command (NAVAIR), Program Office, PMA-201, Patuxent River, Maryland, intends to enter into sole source negotiations and subsequently award a Cost-Plus Fixed-Fee (CPFF) delivery order under BOA N0001920G0005 to Northrop Grumman Corporation (NGC). This procurement is for an Engineering Investigation (EI) and shall generate and provide a posttest report, documenting the testing of 20 NGC owned FMU-139D/B fuzes for the purpose of obtaining approval to be flown on all F-35 variant platforms.
This sources sought is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302‐1, only one responsible source and no other supplies or services will satisfy agency requirements. Northrop Grumman is the sole designer, developer, and manufacturer of the FMU-139D/B fuzes and as such is the only company that has the requisite knowledge, production tooling, facilities and technical data necessary to meet this requirement.
IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
