Project Description: The City of Dallas (the City) is the 9th largest city in the United States and the 3rd largest city in Texas. The immediate population exceeds 1.3 million, and the population of the surrounding metroplex is over 7.4 million. Dallas adopted its Comprehensive Environmental and Climate Action Plan in May 2020 with the vision statement: “Dallas is a leader in reducing emissions and addressing climate and environmental risk with effective, equitable, and common-sense solutions.
The City of Dallas uses approximately 400,000 gallons of gasoline equivalent (gge) of Compressed Natural Gas (CNG) annually in its municipal fleet operation. Also, the City has a partnership with a third party for operation of two compressed natural gas facilities on City property. These facilities are used by City fleet vehicles to fuel and is open to the public.
Through the issuance of this RFP, the City of Dallas is seeking support in three areas relating to its CNG fleet. The RFP will be divided into three scopes. Respondents can choose to respond to one or more scopes depending on the Respondent’s capabilities. Each scope will be evaluated independently, and the City is willing to award three separate contracts.
1. Scope I: Supply of renewable natural gas (RNG) resources and RNG credits attributes (RNGA)for use in its municipal fleet as CNG. To do this, the City of Dallas desires to partner with those who are interested in selling pipeline-quality RNG. This RFP seeks pipeline-quality RNG resources, which may be sourced from around the country and from a wide variety of feedstocks.
2. Scope II: Construction of a new CNG station. The City is interested in constructing a new CNG dispensing station at its Northwest Service Center.
3. Scope III: Operation of City of Dallas’ two existing retail CNG stations on City property. The City desires to partner with a company that can take on the day-to-day operations, facility maintenance, and reporting requirements of its existing facilities and potential future stations.
