Notice is hereby given that the City of Seabrook solicits qualifications for the following:

CSB# 2025-14-422 MAIN STREET WASTEWATER TREATMENT PLANT DEMOLITION


Request for Competitive Sealed Bids, Seabrook Project No. 2025-14-422 will be received until 2:00 PM On October 30, 2025, by the Purchasing Coordinator, Rebecca Howton, 1700 First Street, Seabrook, Texas 77586. Bids must be received, and time stamped by the Purchasing Department prior to the aforementioned time when they will be publicly opened and read aloud at Seabrook City Hall. No late bids will be accepted. Bidding documents may be obtained by contacting the Purchasing Coordinator, Rebecca Howton, through email at For security reasons, you must enable JavaScript to view this E-mail address. or from the City’s website at www.seabrooktx.gov/bids. CSB documents may also be obtained upon payment of $75 (non-refundable) at the office of the Engineer, Cobb, Fendley & Associates, Inc., 4424 W Sam Houston Parkway N, Suite 600, Houston Texas 77041, with checks made payable to the City of Seabrook, or at www.civcastusa.com without charge. A non-mandatory pre-bid conference will be held at City Hall, City of Seabrook, 1700 First Street, Seabrook, TX 77586, on October 21 st , 2025 at 2:00 p.m.  All prospective Bidders are encouraged to attend.

CSBs may also be submitted electronically through Public Purchase.  To submit an CSB electronically, an account will need to be created in Public Purchase, and then CSB 2025-14-422 can be accessed for electronic submission.   Electronic CSBs must be submitted before the 2:00 PM deadline on October 30, 2025.  Please visit https://www.publicpurchase.com/gems/register/vendor/register to register or login with Public Purchase.

Until final award of the Contract, City of Seabrook reserves the right to reject any or all Bids, to waive irregularities or technicalities, to re-advertise, or to proceed to do the Work otherwise when in the best interest of the City of Seabrook.
