The F-35 Lightning II Joint Program Office (JPO) intends to issue multiple contracts on a sole-source basis to Raytheon Technologies Corporation, Pratt & Whitney Military Engines, East Hartford, CT, in support of the F135 Component Improvement Program. This synopsis includes all Engineering Project Descriptions (EPDs) to procure supplies and services that provide engineering support for in-service engines. These efforts aim to maintain flight safety, correct service-revealed deficiencies, improve system operational readiness, reliability, maintainability, and affordability, and test engines and components to their full-service life to ensure safety and identify issues.
These acquisitions are being pursued on a sole-source basis under the statutory authority of 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1—Only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies Corporation, Pratt & Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The anticipated contract actions will take place from the fourth quarter of calendar year 2025 through the fourth quarter of calendar year 2030, and will support the F-35 U.S. Services, Cooperative Program Partners, and Foreign Military Sales customers.
This notice of intent is neither a request for proposals nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the U.S. Government (USG). The USG reserves the right to process this procurement action on a sole-source basis.
