Description
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 15 intends to award a sole source Purchase Order to FOUR POINTS TECHNOLOGY, L.L.C., in pursuant to the Veterans Affairs (VA) Acquisition Regulation (VAAR) Subpart 819.70 The VA Veterans First Contracting program. The proposed order is for Medical Grade Refrigerators for which the Government intends to solicit and negotiate only with FOUR POINTS TECHNOLOGY, L.L.C., 13221 Woodland Park RD, STE 400, Herndon, Virginia 20171 on behalf of the Harry S. Truman Memorial Veterans' Hospital, 800 Hospital Drive, Columbia, MO, 65201.

The Government intends to award a firm-fixed price, NIH Government-Wide Acquisition Contracts (GWACs) HHSN316201500034W, Supply Purchase Order for a one-time purchase. The NAICS code is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing) with a size standard of 1,250 Employees. The corresponding Product Service Code is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

This notice of intent to award a sole source contract is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. There will be no solicitation available for competitive proposals as market research has determined these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements.

Any source may express their interest by providing a capabilities statement no later than JUNE 30, 2025, at 10AM Central Standard Time. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supply and/or services in accordance with the statement of requirement. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.

The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any supplies and/or services. Verbal responses are not acceptable and will not be considered.

BD Pyxis Medical Grade Refrigerators

Background

The Truman Memorial Veterans Hospital Pharmacy Service requesting BD Pyxis ES Medical Grade Refrigerators to continue day to day pharmacy medication operations.

Minimum Technical Specifications
Nine (9) each, PyxisES Ref 13CF, RHG-3Deep, 9S (# 137550-01-1)
Two (2) each, PyxisES Ref 5CF, RHG-3Deep, 3St (# 137678-01-1)

Task
The contract will include complete delivery

Deliver the product to the Columbia VAMC Pharmacy at the following address:

Place of Performance
The Contractor shall ship equipment to the Harry S Truman VA Medical Center, 800 Hospital Drive, Columbia, Missouri 65201.

Period of Performance (POP)
Equipment shall be received 270 days ARO.

Hours of Operation:

Services shall be conducted during Facility hours (8:00AM-5:00 PM), Monday through Friday, excluding all Federal holidays.

Contract Administration Data

The Contracting Officer (CO) is the only person authorized to approve changes or modify any of the requirements of this contract. Only the Contracting Officer is authorized to make commitments or issue changes, which will affect price, quantity or quality of performance of this contract.

Other:

A full background check is not required for this position; however, all contract employees must bring photo identification and comply with check-in procedures at each facility. A picture ID/name badge shall be worn while present on VA grounds.

The Contractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.

This contract does not involve access VA sensitive information/data.

The Contractor recognizes the importance of performing the work in a safe and responsible manner to prevent damage, injury, or loss to individuals and the workplace.

Per National VA Policy, all contractor personnel are required to wear a medical grade mask while in the facility regardless of vaccination status and company, state or local masking policies. Masks will be provided by the facility.
