Design-Build Services for the Alcan Land Port of Entry

1. Description:
The General Services Administration (GSA), Region 8, intends to issue a solicitation for Design-Build (D-B) services to support the full modernization and replacement of the Alcan Land Port of Entry (LPOE), located approximately 93 miles east of Tok, Alaska, near the U.S.–Canada border. The project will deliver a state-of-the-art, highly secure, and operationally efficient facility to meet the long-term needs of U.S. Customs and Border Protection (CBP) and Canada Border Services Agency (CBSA).
2. Contract Type & Delivery Method:
This acquisition will be a firm-fixed price (FFP) Design-Build contract, awarded under FAR Part 15 Source Selection Procedures, utilizing the GSA Design Excellence Program and a two-phase selection process. The solicitation will be Full and Open Competition (Unrestricted).
3. Scope Overview:
The D-B team will provide comprehensive design, construction, and closeout services, and will work closely with the GSA’s Construction Manager as Agent (CMa) and other stakeholders throughout all phases. Work includes:
The project shall comply with the 2025 PBS Core Building Standards, CBP facility requirements, applicable codes, and modern design best practices. The existing facility (built in 1972) is over 50 years old and operates 24/7.

5. Stipends:
GSA contemplates providing a stipend in the range of $300,000 to $650,000 to each unsuccessful Phase II offeror that submits a complete and acceptable proposal.
6. Estimated Magnitude:
The total anticipated contract value is estimated at approximately $300 million to $333 million. This range is provided for planning purposes only and does not represent a funding limit or commitment.
7. Joint Ventures:
Joint ventures and firm/consultant arrangements will be considered. A copy of the joint venture agreement must be submitted with the proposal if applicable.
8. Subcontracting:
All large business concerns will be required to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9.
9. Registration Requirements:
To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at https://www.sam.gov and complete the electronic representations and certifications.
10. Solicitation Access:
The solicitation will be made available only through SAM.gov. Interested parties are responsible for monitoring the site for the posting, any amendments, and related information.
