The City of Aurora, Illinois seeks to contract with qualified non/not for profit and other community organizations for the safe hosting, management, and operation of temporary emergency shelter offering temporary housing and comprehensive services for individuals experiencing homelessness during the winter months.
This RFP is intended to identify an organization, or organizations, with the capacity, experience, and expertise to host, manage, and operate a temporary emergency shelter within the corporate limits of the City of Aurora for vulnerable populations.
The 2025-2026 winter season is expected to have limited options for winter shelter options and capacity, and the City is interested in funding a temporary emergency shelter. The City is committed to finding solutions for nighttime low-barrier respite for those experiencing homelessness, and those who may not have access to or do not feel comfortable utilizing other shelter options.
The primary function is to provide a place of temporary respite during winter months. It is anticipated guests using the temporary emergency shelter may be experiencing significant behavioral and mental health needs. The proposer may partner with social service and other community-based providers and partners to collaborate on hosting, management, operation, support, and outreach pertaining to the temporary emergency shelter.
