This is a combined synopsis/solicitation for Indian Health Service (IHS) for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
This is a Request for Quote (RFQ) in accordance with FAR Part 12 - Commercial Items and FAR Part 13-Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. The associated North American Industrial Classification Systems (NAICS) code for this procurement is 518210 with a size standard of $40.0 million.
This solicitation is set-aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act 25 U.S.C 47 as the first (1st) tier. If IHS, does not receive reasonably priced quotes from Indian Small Business Economic Enterprise (ISBEE), IHS will then evaluate quotes and consider award to other small business concerns, as second (2nd) tiers.
All quoters shall submit the following documents to be considered for award on or by the submission deadline:
1. Technical Approach (Volume I)
2. Past Performance (Volume II)
3. Price Quote (Volume III)
4. A complete Indian Economic Enterprise Representation form
5. A sign SF18, Amend 0001/0002/0003.
Reference Solicitation No. 75H70725Q00105 when requesting information. All questions will be answered collectively in a single response (Q&A template will be attached), submit by May 21, 2025, 03:00 PM (MT). Failure to comply with the below terms and conditions may result in offer being determined as non-responsive.
