Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Clarke Mosquito Control Products, Inc., from the effective date of the approved contract through December 31, 2026, at a total cost of $54,125.40, for ongoing and as needed purchases of FourStar Bti CRG mosquito control products. The County requires mosquito management control in order to limit the transmission of mosquito borne diseases and viruses throughout the County, the FourStar Bti CRG product is the only known product to offer a 180 day kill rate, making it the most cost-effective way to maintain mosquito control to county residents. This procurement is being made in accordance with Section 3-205(2)(f) of the County’s Procurement Policy, as Clarke Mosquito Control Products, Inc., is the sole authorized supplier in the United States for the purchase of FourStar Bti CRG product line and this product line is determined to be sole source. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods that are substantially and materially the same as those identified in the attached Vendor Quotation No. 0002036312, dated May 27, 2025, and sole source letter, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
