The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The contractor shall perform bulk sampling services of material in, or about to enter, the government's Stockpile. The contractor shall perform physical and chemical property analytical testing of the material for conformance to the government's specifications and other government requirements. Typically, the government will not know the material lot size, number of containers per lot, quantity of material in each container, number of lots per shipment, number of shipments per month until one ( 1) month before the material vendor begins delivery of material to the government. Each request for services under this Indefinite Delivery Indefinite Quantity (IDIQ) contract will be issued as a Task Order (TO). Each TO will specify the material, sampling location, expected timeframe, period of performance (POP), and whether analytical testing is required. Sampling may take place at a government location or prior to delivery at a material vendor or their upstream processing location. If analytical testing is included in the task order, the contactor shall take representative samples, perform the analysis, and deliver COAs to the government on numerous lots within eighty (80) calendar days of the government's request for the contractor's services, allowing the government a minimum often (10) calendar days to determine whether the material is acceptable or not, based on the CO As from the contractor.
