This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Rees Scientific Corporation to procure ongoing monitoring and alarm services for the sample storage equipment located at the NIAID IRF Building in Frederick, Maryland.
A mission of the National Institute of Allergy and Infectious Diseases (NIAID) Integrated Research Facility (IRF) is to study emerging infectious diseases and use cold storage equipment, such as laboratory freezers and refrigerators along with Incubation chambers to keep samples at the correct temperatures during the research process. This research is conducted in biosafety level 4 laboratory and in biosafety level 2 lab space. All select agent samples along with media and other research samples need to have active monitoring in case of temperature fluctuations. The Rees Scientific monitoring system keeps track of over 200 monitored points and keep live reporting to a server to access these points through the Rees workstation software along with run a dialer system to call out designees if there is an alarm. The service agreement covers the parts replacements, Rees server licensing, software and hardware support, calibration services and repair services for the entire system. Without continued, uninterrupted coverage of the Rees monitoring system, the result would be loss of select agent sample stock and the inability of designees to react to alarm situations. Rees Scientific is the only supplier that can provide service, licensing and continued support for their proprietary monitoring system and all of it components. Without this system functioning the IRF would no longer be able to have critical active monitoring of systems. This is a continuation of multiple years of Rees service for an additional one-year period June 1, 2025 – May 31, 2026.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov by April 22, 2025 at 5:00 pm ET. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
