Solicitation
1.1) SCOPE OF WORK
The purpose of this solicitation for maintenance testing to ensure electrical components are operational, within
manufacturer tolerances, suitable for continued service and comply with code and regulations.
A more detailed description of the Work is provided in the Technical Specifications included as an Exhibit to this
Solicitation.
Capitalized terms used in this Solicitation without definition shall have the definitions given to them in Section 2 of this
Solicitation.
1.2) QUESTIONS
All questions must be submitted in writing to the JEA Buyer listed below at least five business days prior to the opening
date. Questions received within five business days prior to the opening date may not be answered.

All Bid documentation must reference the IFB Title and Number noted above. All Bids must be made on the appropriate
forms as specified within the IFB and uploaded to a JEA’s sourcing platform. Instructions for using JEA’s sourcing
platform can be found in Zycus Supplier Instructions online.
Bids are due by the time and on the date listed above. Late Bids may not be accepted.
Bidders are strongly encouraged to acquire log in credentials early as possible. Additionally, Bidders are
encouraged to submit bids early to ensure uploading process goes smoothly.
1.4) MINIMUM QUALIFICATIONS
Bidder shall meet the following Minimum Qualifications to be considered eligible to submit a Bid to this Solicitation.
Bidder must complete and submit the Minimum Qualifications Form provided in this Solicitation. It is the responsibility
of the Bidder to ensure and certify that it meets the Minimum Qualifications stated below. All Bidders not meeting all of
the following criteria may have their Bid rejected:
Contractor Qualification Criteria
The Contractor shall meet one of the following qualification criteria:
A. NETA Contractor
The Contractor shall be a NETA-certified contractor and have personnel that include one or more of the
following:

Professional Electrical Engineer;
Master Electrician or Journeyman Electrician; or
NETA Level III Technician or higher.
B. Major Electrical Equipment Manufacturer
The Contractor shall be a major electrical equipment manufacturer and have personnel with graduate field
service certification. In addition, the Contractor shall have at least ten years of documented field
experience in breaker testing and shall have personnel that include one or more of the following:
Professional Electrical Engineer;
Master Electrician; or
Journeyman Electrician.
Similar Project Experience
The Contractor shall have been engaged in similar electrical switchgear testing and repair projects at industrial
facilities for at least the past five years.
The Contractor shall provide documentation for three similar projects. Each submitted project shall include the
following elements:
More than four switchgear locations rated at 500 kVA or greater;
Multiple three-phase, 480-volt transformers rated greater than 500 kVA;
Motor Control Centers with molded case breakers rated greater than 800 amps; and
Draw-out breakers rated greater than 800 amps.
A Minimum Qualification Form is provided in Appendix B of this Solicitation.
Any Bidder whose contract with JEA was terminated for default within the last two years shall have their Bid
rejected.
1.5) NUMBER OF CONTRACTS TO BE AWARDED
JEA intends to Award one (1) Contract for the Work. JEA reserves the right to Award more than one Contract based on
certain groupings of the Work items, or JEA may exclude certain Work items, if JEA determines that it is in its best
interest to do so.
1.6) REQUIRED FORMS TO BE SUBMITTED WITH BID
The following forms must be completed and submitted to JEA at the timeframes stated below. The Bidder can obtain the
required forms, other than the Minimum Qualifications Form, Bid Form and/or Bid Workbook, by downloading them
from JEA.com.
A. The following forms are required to be submitted with the Bid:
Bid Forms - This form can be found in Appendix B of this Solicitation
List of subcontractors/Shop Fabricators (if applicable)
If the above listed forms are not submitted with the Bid by the Bid Due Time and Date, JEA may reject the Bid.
B. JEA also requests the following documents to be submitted prior to Contract execution. A Bid will not be rejected if
these forms are not submitted at the Bid Due Date and Time. However, failure to submit these documents prior to Contract
execution could result in Bid rejection.

1.7) BASIS OF AWARD – LOWEST COST TO JEA
JEA will Award a Contract to the responsive and responsible Bidder whose Bid meets or exceeds the Minimum
Qualifications set forth in this Solicitation, and whose total price stated on the Bid Form is the lowest cost to JEA.
JEA will use the Bidder's total price stated on the Bid Form when making price comparisons for Award purposes.
Please note, a Bidder's total price shall not be increased during the Solicitation process.
1.8) COMPLETING THE BID DOCUMENTS
Bidders shall complete and submit all Bid Documents with responses typewritten or written in ink.
When a blank is marked "optional" on the bid form, the Bidder shall insert the words "No Bid" in the space provided if the
Bidder does not choose to submit a price for that item. Failure to complete each blank with either a price or the words "No
Bid" may disqualify the Bid. The Bidder, or its authorized agent or officer, shall sign the Bid Documents. Failure to sign
the Bid Documents may disqualify the Bid. JEA approved erasures, interlineations or other corrections shall be
authenticated by affixing in the margin, immediately opposite the correction, the handwritten signature of each person
executing the Bid. Failure to authenticate changes may disqualify the Bid. JEA may disqualify any Bids that deviate from
the requirements of this Solicitation, and those that include unapproved exceptions, amendments, or erasures.
1.9) CALCULATION OF THE BID PRICE
JEA will use the Bidder's Total Bid Price stated on the Bid Form when making price comparisons for Award purposes.
1.10) MODIFICATION OR WITHDRAWAL OF BIDS
The Bidder may modify or withdraw its Bid at any time prior to the Bid Due Date and Time by giving written notice to
JEA's Chief Procurement Officer. JEA will not accept modifications submitted by telephone, telegraph, email, or
facsimile, or those submitted after the Bid Due Date and Time. The Bidder shall not modify or withdraw its Bid from time
of Bid opening and for a period of 90 days following the opening of Bids.
1.11) ADDENDA
JEA may issue Addenda prior to the opening of Bids to change or clarify the intent of this Invitation to Bid (Solicitation).
The Bidder shall be responsible for ensuring it has received all Addenda prior to submitting its Bid and shall acknowledge
receipt of all Addenda by completing the Confirmation of Receipt of Solicitation Addenda. JEA will post Addenda when
issued online at JEA.com. Companies must obtain Addenda from the JEA.com website. All Addenda will become part of
the Solicitation and any resulting Contract Documents. It is the responsibility of each Bidder to ensure it has received and
incorporated all Addenda into its Bid. Failure to acknowledge receipt of Addenda may be grounds for rejection of a Bid at
JEA's sole discretion.
1.12) CONTRACT EXECUTION AND START OF WORK
Within 30 days from the date of Award, JEA will present the successful Bidder with the Contract. Unless expressly waived
by JEA, the successful Bidder must execute a Contract for the Work within 10 days after receiving the Contract from JEA.
If the Bidder fails to execute the Contract or associated documents as required, JEA may cancel the Award with no further
liability to the Bidder and retain any bid security or bond.
1.13) DEFINED TERMS
Words and terms defined in the Section entitled "Definitions" of this document are hereby incorporated by reference into
the entire document.
1.14) EX PARTE COMMUNICATION
Ex Parte Communication is defined as any inappropriate communication concerning a Solicitation between any officers,
employees or other representatives of Bidder and a JEA representative during the time in which the Solicitation is being
advertised through the time of Award. Examples of inappropriate communications include: private communications
concerning the details of the Solicitation in which a company becomes privy to information not available to the other
Bidders. Social contact between companies and JEA Representatives should be kept to an absolute minimum during the
Solicitation process.

Ex Parte Communication is strictly prohibited. Failure to adhere to this policy will disqualify the noncompliant Bidder.
Any questions or clarifications concerning this Solicitation must be sent in writing via email to the JEA Buyer at least five
business days prior to the opening date. If JEA determines that a question should be answered or a requirement should be
clarified, JEA will issue an Addendum to the Solicitation.
1.15) AVAILABILITY OF BIDS AFTER OPENING
In accordance with the Florida Public Records Law, Florida Statute, Chapter 119, copies of all Bids are available for
public inspection thirty (30) days after the opening of Bids or on the date of Award announcement, whichever is earlier.
Bidders may review opened Bids once they are available for public inspection by contacting the designated JEA Buyer or
JEA's Public Records custodian whose contact information can be found at jea.com. JEA will post a summary of the Bid
results immediately after the Bid opening.
1.16) CERTIFICATION AND REPRESENTATIONS OF THE COMPANY
By signing and submitting the Bid Form, the Bidder certifies and represents as follows:
A. That the individual signing the Bid Form is a duly authorized agent or officer of the Bidder. Bids submitted by a
corporation must be executed in the corporate name by the President or Vice President. If an individual other than the
President or Vice President signs the Bid Form, satisfactory evidence of authority to sign must be submitted upon request
by JEA. If the Bid is submitted by a partnership, the Bid Form must be signed by a partner whose title must be listed
under the signature. If an individual other than a partner signs the Bid Form, satisfactory evidence of authority to sign
must be submitted upon request by JEA.
B. That every aspect of the Bid and the detailed schedule for the execution of the Work, are based on its own knowledge
and judgment of the conditions and hazards involved, and not upon any representation of JEA. JEA assumes no
responsibility for any understanding or representation made by any of its representatives during or prior to execution of
the Contract unless such understandings or representations are expressly stated in the Contract and the Contract expressly
provides that JEA assumes the responsibility.
C. The corporation or partnership must be in active status at the Florida Division of Corporations (www.sunbiz.org) prior
to any subsequent Award of Contract.
D. That the Bidder maintains in active status any and all licenses, permits, certifications, insurance, bonds and other
credentials including, but not limited to, contractor’s license and occupational licenses necessary to perform the Work.
The Bidder also certifies that, upon the prospect of any change in the status of applicable licenses, permits, certifications,
insurances, bonds or other credentials, the Bidder shall immediately notify JEA of status change.
E. That the Bidder has read, understands and will comply with the Section titled Ethics.
1.17) CONFLICT OF INTEREST
This conflict of interest policy applies to all JEA construction projects ("Project"). Any company bidding the construction
phase of a Project cannot at the time of Response/bid submittal, be affiliated with or have any direct or indirect ownership
interest in the architect/engineer ("Designer") of record. The company will also be prohibited from bidding if the Designer
has any direct or indirect ownership interest in the Contractor. Should JEA erroneously award a contract in violation of
this policy, JEA may terminate the contract at any time with no liability to company, and company shall be liable to JEA
for all damages, including but not limited to the costs to rebid the Project. The purpose of this policy is to encourage
bidding and eliminate any actual or perceived advantage that one bidder may have over another.
1.18) ETHICS
By submitting a Bid, the Bidder certifies this Bid is made without any previous understanding, agreement or connection
with any other person, firm, or corporation submitting a Bid for the same Work other than as a Subcontractor or supplier,
and that this Bid is made without outside control, collusion, fraud, or other illegal or unethical actions. The Bidder shall
comply with all JEA and City of Jacksonville ordinances, policies and procedures regarding business ethics.
The Bidder shall submit only one Bid in response to this Solicitation. If JEA has reasonable cause to believe the Bidder
has submitted more than one Bid for the same Work, other than as a Subcontractor or sub-supplier, JEA shall disqualify
the Bid and may pursue debarment actions.
