RE: Commissioning Agent Services Associated with Multiple Sites (2024)
Dear Sir/Madam:
The Cambridge Housing Authority (CHA) is requesting proposals from qualified firms with relevant
experience to serve as the Commissioning Agent for various CHA owned sites or sites where CHA is
providing consulting services currently undergoing renovations and/or new construction. The sites
could be in Cambridge or in the greater Boston area (i.e. within 35 miles). The CHA is issuing
this RFP with the intent to hire up to four (4) Commissioning Agent firms.
The Commissioning Agent shall be responsible for commissioning, at various CHA or CHA affiliate or
client sites, building mechanical, plumbing and electrical systems and equipment to validate that
the performance of these systems meet the design intent and requirements set forth by the CHA. The
Commissioning Agent shall provide, as required, full system commissioning services including:
providing and maintaining a commissioning plan throughout the project, commissioning services
during the design phase including drawings and specification reviews and providing the
project commissioning specifications, commissioning services during the construction phase,
commissioning services during the project acceptance phase, including performance testing of the
specified systems and equipment to verify the design intent has been met, and commissioning
services during the warranty period of the project. The maximum fee for basic services over a
3-year period is $300,000. The CHA, at its sole discretion, may extend the contract 2 additional
years with an increase in fee of $200,000.
Fees will be based upon approved Task Orders. Reimbursable expenses are in addition to basic
services. Work in this contract will be identified and performed on an on-going basis until the
fee’s upset limit is reached. Once a project has been identified, the Commissioning Agent shall
submit a detailed proposal including scope of work, process/methodology, staff assignment, and a
price proposal based on previously- approved hourly rates, and a schedule.
Proposal requirements may be obtained at the Cambridge Housing Authority. Planning and Development
Department, 362 Green Street, 3ʳᵈ Floor Cambridge, MA 02139 between the hours of 8:30 a.m. and 5:00
p.m. Proposals are available for pickup on Thursday, October 31, 2024 after 8:30 A.M or may be
downloaded from the Cambridge Housing Authority Website:

The deadline for proposals is Friday, November 15, 2024 at 2:00 P.M. Please mail or deliver your

A briefing session will be held on Thursday, November 7, 2024 at 10:00 A.M. at the Cambridge
Housing Authority, Planning and Development Department, 362 Green Street, 3ʳᵈ Floor Cambridge,
Massachusetts. Deadline for questions is Friday, November 8, 2024 at 12:00 P.M.
