APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Government is requesting the input from our Contracting Community on the Medical Simulation Training Center (MSTC) Instructor Operator Support Services (MIOSS) contract.
The Government is considering utilizing a Trade Off – Best Value contracting approach for the MIOSS effort. Interested parties are requested to submit recommendations for formulation of Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award) and its criteria by using the Draft PWS attached.
Submissions should identify and justify evaluation factors that will achieve the following objectives:
Since the Governement is looking to release the Draft RFI in the next week or two, all recommendations and related correspondence shall be submitted in writing, prior to 10:00 am EST, on 24 April 2026 to: usarmy.orlando.cpe-st3.mbx.mioss@army.mil
In subject field please "Suggestions for Section L&M" and your company name.
