The Government is requesting the input from our Contracting Community on the Medical Simulation Training Center (MSTC) Instructor Operator Support Services (MIOSS) contract.

Interested parties are requested to submit recommendations for formulation of Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award) and its criteria by using the Draft PWS attached.

Submissions should identify and justify evaluation factors that will achieve the following objectives:

  • Deliver tangible or intangible benefits to the Government.

  • Drive operational efficiencies in fulfilling the MIOSS requirements.

  • Ensure contractual and operational flexibility to accommodate evolving medical support requirements over the period of performance.

Since the Governement is looking to release the Draft RFI in the next week or two, all recommendations and related correspondence shall be submitted in writing, prior to 10:00 am EST, on 24 April 2026 to: usarmy.orlando.cpe-st3.mbx.mioss@army.mil
