The Minnesota Department of Education (MDE) Division of Academic Standards, Instruction and Assessment is responsible for the development and implementation of a coherent assessment system that measures student knowledge and skills on Minnesota Academic Standards and the Minnesota English Language Proficiency Standards.
The Elementary and Secondary Education Act and Minnesota Statutes, section 120B.30, require the commissioner of MDE to report statewide student test results publicly and to stakeholders. To provide assurances that the test results are accurate, an independent review of results is needed.
This RFP is seeking proposals from qualified responders experienced in checking the quality of statewide student testing results in addition to other services listed below. The successful responder will provide work products that will check statewide student testing results and materials in the Minnesota statewide assessment program by establishing independent systems, performing the calculations and analyses, and comparing the results with those of MDE and the current Assessment Contractor. The work will also include alignment studies, performance level descriptor and standard setting, site visits, and potentially supporting studies and psychometric program support via consultation.
MDE WILL NOT BE ACCEPTING PROPOSALS OUTSIDE OF SWIFT. RESPONSES MUST BE SUBMITTED IN THE eSUPPLIER PORTAL OF SWIFT.
RESPONDERS SHOULD CONTACT THE SWIFT HELPDESK AT 651-201-8100 OPTION #1 FOR ASSISTANCE WITH SWIFT.
