I. INTRODUCTION
The San Lorenzo Valley Water District proposes to replace undersized water mains in Ben Lomond, CA,
possibly affecting the streets below. The proposed main will be installed primarily within road ROWs,
with two proposed easements crossing private property to allow the new pipeline to be looped. The
District will need a survey of the area to inform project design and layout.
II. PROJECT SCOPE OF SERVICES
The District is soliciting bids for a topographic/boundary survey encompassing the proposed alignment.
The proposed alignment is approximately 4,100 feet and primarily runs along mountain residential
roads, ranging in condition from well paved to rough gravel. The total surveyed area is approximately
230,000 square feet. Survey to be centered on the road centerline, with approximate dimensions shown
below.

Deliverables for this project include the following:
1. Topographic/Boundary survey of the portion of the land identified above and shown on the
attached exhibit in both .pdf and .dwg formats.
2. Identification of any landmarks, trees, fence lines, utility lids, marked underground utilities, and
limits of pavement.
3. Identification of any parcel boundaries encountered.
Other than the two proposed easements, the Consultant is not expected to encroach into fenced private
property, and should only survey what is easily accessible from the street. The two proposed easement
locations will be confirmed with SLVWD staff in the field, and the two affected property owners shall be
notified by the District before survey work begins.
The Consultant shall provide internal quality control and quality assurance procedures. Any
subconsultants employed by the Consultant shall be managed by the Consultant.
III. SPECIAL CONDITIONS
This project must comply with prevailing wage (per California DIR requirements).
Survey requirements (NAVD88 Vertical Datum and 1983 HARN State Plane (CA III) Coordinate System).

Easement descriptions are NOT needed at this time. An Arborist report is NOT needed.
Onsite work hours are limited to 8AM-5PM.
The project location is publically accessible. Firms can make accommodations to meet with District staff
at the site by contacting the District’s Engineering Manager, Garrett Roffe, at GRoffe@slvwd.com.
IV. DISTRICT CONTACT/SUBMITTAL REQUIREMENTS
1. Questions regarding this RFP should be submitted to the District’s Engineering Manager, Garrett
Roffe, via email at GRoffe@slvwd.com by 5:00 p.m. on Friday May 8th, 2026. Responses to these
questions will be uploaded to the District website by no later than Wednesday May 13th, 2026.
2. Submit one electronic copy of the Statement of Qualifications in PDF format via email to
GRoffe@SLVWD.com. The statement shall be signed by an individual, partner, officer or officers
authorized to execute legal documents on behalf of the Firm.
3. Statement of Qualifications must be clear, succinct, and not exceed 10 pages, excluding cover
letter and resumes, on 8.5 x 11-inch paper of no less than 12-point font. Responses must
follow the format outlined herein. SLVWD may reject as non-responsive, at its sole discretion,
any proposal or part thereof that is incomplete, inadequate in its response, or departs in any
substantive way from the required format. Statements should include Project Understanding,
Experience with Similar Kinds of Work, and Qualifications of Staff. Do NOT include a project
estimate or compensation schedule.
4. The District shall weight the received Statements based on the following rubric, with the
intention to negotiate a fair price with the highest scoring firm(s).
