Update 01 July 2025



Attached is the NGAGE self-scoring matrix. This is just a draft document and will be due after official RFP release which we are expecting to happen in September. The only thing required at this time is for your company to review the self-scoring matrix and provide the USG with any feedback that you may have. As a reminder, the only item that is due to the Government by 09 July 2025 is the response to the Vendor Survey/Sources Sought Synopsis (SSS) as described further in the below 30 June 2025 update.

Update 30 June 2025




  1. Attached are the PowerPoint slides, participant roster, and video recording from the virtual Industry Day that was conducted on Tuesday, 24 June 2025. Furthermore, while the USG posted eleven SAM.gov announcements for the NGAGE effort, these contained the same information and documents, but provided listings under different NAICS codes to broaden our reach. Moving forward, this announcement listed under NAICS 336413 will be the sole and primary post for this effort.

  2. Furthermore, as a reminder and point of clarification, the only item that is due to the Government by 09 July is the response to the Vendor Survey/Sources Sought Synopsis (SSS). The responses to this are voluntary but will assist tremendously in shaping the final acquisition strategy.

  3. Do not submit any pricing, work sample/artifacts, etc. related to the draft documents that were posted in tandem with the SSS. Those items will be due as part of the formal RFP release. Furthermore, you do not need to submit a pricing volume by 09 July. This will only be required to be submitted in response to the official RFP.

  4. Do submit your responses to the entire Sources Sought Synopsis, to include the Vendor Survey, Part I, and Part II, as well as any other brief general capability information you deem relevant to include that would assist the Government’s market research.

  5. Do review the draft Statement of Objectives, draft Section L – Instructions to Offerors, draft Section M – Evaluation Factors for Award, and draft Ordering Guide Instructions. These are drafts and subject to change. If you see anything that contradicts itself, is unclear, or causes a general question, please submit to both amanda.ragan.1@us.af.mil and joe.lee.4@us.af.mil.

  6. Finally, the USG is still reviewing any general questions and answers that were presented during the Industry Day and will post these to SAM.gov at a later time.

Update 10 June 2025



A virtual Industry Day will be held on Tuesday, 24 June 2025 at 1000 AM EST. Participation is voluntary, and if you are unable to attend, you will still be able to participate in any request for proposal that may generate as a result of this activity. The USG intends to conduct breakout sessions immediately following the conclusion of the presentation, limited to 15 minutes per vendor.





To secure your place in the Virtual Industry Day, hosted via MS Teams, please send an email request to amanda.ragan.1@us.af.mil and joe.lee.4@us.af.mil to include the participants (maximum of 4), and if you are requesting a breakout session (also restricted to 4). These requests must be received no later than 4:30PM EST on 18 June 2025.

CAUTION:



The Government is conducting market research to identify potential sources in industry that possess the expertise, capabilities, and experience to meet the requirements for developing and fielding multi-capable and/or innovative aerospace ground equipment (AGE) to support sourcing, acquiring, and ensuring delivery of a wide range of ground and aircraft common support equipment (CSE). The NGAGE provider strategy has been developed to obtain leverage for modernization efforts, improve or replace aging assets, and continue to enhance a robust industrial vendor base. The level of security clearance and foreign participation has not been determined at this time.



Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.



FAR 52.215-3—Request for Information or Solicitation for Planning Purposes (Oct 1997)




  1. The Government does not intend to award a contract based on this Sources Sought Synopsis (SSS) or to pay for the information solicited except as an allowable cost under other contracts as provided in the subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

  2. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.



INSTRUCTIONS:




  1. Attached is a Contractor Capability Survey within the Sources Sought Synopsis document which allows you to provide your company’s capability and to provide industry feedback regarding various aspects of this effort.

  2. If after receiving and reviewing the below attached documents, you desire to participate in the market research, you should respond to the Contractor Capability Survey to reflect your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities.
