Description



This is a Notice of Intent and NOT a request for quotation. No solicitation will be issued, and quotations will not be requested.



The National Institutes of Health (NIH) intends to award a firm fixed-price purchase order on a sole source basis to Labvantage Solutions Inc, located at 265 Davidson Ave Suite 220, Somerset, NJ 08873-4120, for a one-year licensing and support agreement. This will supplement the cGMP-compliant Commercial Off-The-Shelf (COTS) Laboratory Information Management System (LIMS) previously purchased and currently under configuration.



The Sterility Testing Service (STS) provides cGMP microbiology testing—including in-process testing, product release testing, and environmental monitoring—supporting thirteen Aseptic Processing Facilities (APFs) across NIH divisions such as the CC Center for Cellular Engineering, NCI Surgery Branch, NCI Vector Processing Facility, NCI Molecular Imaging Branch, CC PET Department, CC Radiopharmacy, and CC Pharmacy. The FDA expects testing labs, whether internal or external, to meet or exceed manufacturing facility standards regarding data integrity, electronic systems, and documentation.



The Department of Laboratory Medicine requests licensing agreements for post-installation support to assist with the configuration and rollout of the Portal. This effort supplements the previous procurement, incorporating insights gained during the Site Process Analysis. Procurement and implementation of these licenses will ensure all required functionalities are enabled, help close compliance gaps, and drive process improvements and efficiencies.

Labvantage Solutions Inc. is the sole vendor capable of providing out-year licensing for the already approved and procured Laboratory Information Management System.



This acquisition will be conducted under Federal Acquisition Regulation (FAR) 13.501, addressing special documentation requirements for sole source acquisitions exceeding the Simplified Acquisition Threshold. Contracts awarded under FAR Part 13 (Simplified Acquisition Procedures) are exempt from FAR Part 6 (Competition Requirements).



Interested parties may submit capability statements expressing their interest in response to this notice. The Government’s decision not to compete the requirement is final and based solely on these responses.
