The City of Fairfield (the "City") is seeking proposals from qualified financial institutions to provide Tax-Exempt Lease Purchase (TELP) financing to fund an energy savings performance contract ("Project"). The City intends to secure financing under tax-exempt conditions to support energy-efficient infrastructure improvements.
The successful respondent will be required to meet the City’s insurance requirements, which include:
(a) Commercial General Liability - $1,000,000 per occurrence / $2,000,000 aggregate
(b) Automobile Liability - $1,000,000 per occurrence
(c) Worker’s Compensation - $1,000,000 per occurrence
(d) Professional Liability - $1,000,000 per occurrence
There will be no mandatory pre-proposal meeting. Questions regarding the RFP must be submitted in writing via email to Ashley Doyle, Budget Officer, at adoyle@fairfield.ca.gov. All written requests for clarification must be received by 4:00 p.m. on June 24, 2025.
Proposals must be submitted electronically via email with the subject line: "Tax Exempt Lease Purchase (TELP) Financing." Proposals must include the proposer’s name, address, and telephone number.
