Winston-Salem/Forsyth County Schools (WS/FCS)
Winston-Salem/Forsyth County Schools (WS/FCS) invites qualified contract transportation companies to submit a statement of qualifications to support the WS/FCS Transportation department. The selected contractors will provide comprehensive transportation services to a wide variety of students including McKinney Vento, ESSA, ESE / Exceptional Needs, and out of district students as well as hard-to-service and multi-district trips.

Project Overview
Winston-Salem/Forsyth County Schools (WS/FCS) is searching for qualified vendors to supplement transportation using sedans, mini vans, SUVs, and wheelchair accessible vans for students. Student population will include McKinney Vento, ESSA, ESE / Exceptional Needs, and out-of-district students as well as hard-to-service and multi-district trips.
Scope of Work (SOW)
School District Student Contract Transportation: Winston Salem / Forsyth County Schools (WS/FCS)
Transportation of students to and from residential locations, schools and schools based programs
Provide easy to use client / guardian set up process to enroll students for alternative transportation.
Provide accountability for drivers / students being transported.
Provide qualified drivers who have been vetted using the WS/FCS district background standards.
Provide safe, reliable, consistent and equitable transportation for students.
Provide weekly / monthly billing statements to include students name and account for daily ridership.
?General Requirements:
Expertise in student transportation operations and efficiency.
Expertise working with public school districts, specifically on contract transportation for McKinney Vento, ESSA, ESE / Exceptional Needs, and out of district students as well as hard-to-service and multi-district trips.
Expertise in North Carolina Department of Public Instruction (DPI) regarding the state’s transportation efficiency rating and state reporting requirements.
Drivers must be identifiable by name badge, uniform, or car identification of some type.
Drivers must be licensed, background checked, and trained before transport begins.
Drivers must have a continual background check and random drug testing completed by the company.
Company must have commercial insurance coverage with limits of insurance not less than Five Million and No/Dollars ($5.000,000.00).

BID QUESTIONS
Upon review of the RFQ documents, vendors may have questions to clarify or interpret the RFQ to submit. To accommodate the RFQ questions process, vendors shall submit any such questions by Tuesday, June 17, 2025, at 2:00 PM EST. Answers to all submitted questions will be compiled and posted publicly on or before June 24, 2025, by 2:00 PM EST.
