RFP-2026-DES-02-LTCSS: Long-Term Care Staffing Support

The New Hampshire Department of Health and Human Services, Division of Economic Stability, Bureau of Family Assistance (“Department”) seeks responses to this Request for Proposals (“Solicitation” or “RFP”) from qualified Vendors to assist the Department with addressing the backlog of applications statewide for Medicaid Long-Term Care (LTC) services and supports provided by a nursing facility or through home and community based services, making recommendations to the Department regarding Medicaid LTC applicants’ financial eligibility, supporting Medicaid-enrolled providers and applicants in applying for LTC Medicaid coverage, and other related tasks determined by the Department.

The selected Vendor will provide professional services to support financial LTC eligibility recommendations in accordance with federal and state Medicaid regulations, policies, and procedures. In addition, the selected Vendor will develop a Medicaid LTC Financial Eligibility Application Process Improvement and Efficiency Report and Plan for the Department by June 30, 2026, to: 1) increase its capacity to efficiently process the financial eligibility of Medicaid LTC Applications; 2) accurately track complete and incomplete applications; and 3) make recommendations regarding how the Department can help applicants at the start of the process to ensure the submission of complete applications.

The Department anticipates that the selected Vendor will make recommendations to the Department regarding financial eligibility and redetermination for approximately 5,000 Medicaid LTC Applications from the effective date of a contract through June 30, 2027, subject to change based on volume, and the Department reserves the right to adjust the volume of work as needed. The Department retains the sole right and responsibility to make the final determination of eligibility for all Medicaid LTC Applications. The Department anticipates awarding one (1) contract for the services in this solicitation.
