The City of Rochester (“City”), through this Request for Proposals (“RFP”) solicitation, seeks a qualified developer/team of developers (“Developer”) to purchase and creatively improve 125 Charlotte Street (the “Site”) in Rochester, NY. The Site is located east of the Genesee River, north of East Avenue and south of East Main Street. It is within the former bed of the eastern section of the Inner Loop highway, on the eastern border of the central business district. It is generally bounded by Charlotte Street to the north, North Union Street to the east, 270 on East Apartments to the south, and Pitkin Street to the west. The Charlotte Square on the Loop apartment building is directly across Charlotte Street, an office building is across North Union Street, and a coffee shop, retail, and parking uses are directly across Pitkin Street.
125 Charlotte Street is an approximately 0.43 acre parcel. It is currently grass-covered and vacant, and is zoned City Center City East District (CCD-E).
Submission Information and Deadline
Proposals must be received by the City of Rochester no later than 4:00 PM on Friday, October 28, 2025. Submit proposals on a USB or via a file-sharing website such as Dropbox.
