The city of Benton Harbor is seeking proposals from qualified bidders to create a comprehensive, feasible, solar design plan for the city and create one (1) bid-ready proposal with three individual bid components for three (3) specific sites to implement the above plan.

Pre-proposal Questions must be sent via e-mail to Alex Little, alittle@bhcity.us and Deb Chubb, dchubb@bhcity.us on or before 12:00PM on November 28, 2025. Any written response(s) of the City will be issued as an addendum to the Request for Proposal (“RFP”) and will be available on the City’s website www.bhcity.us.

All bid proposals must be submitted, via email to Tmoore@bhcity.us, or delivered in person or via mail in a sealed envelope clearly marked with “RFP - Solar Design/Build Services” on or before 12:00PM EST on December 12, 2025 to:

The City of Benton Harbor reserves the right to accept or reject any or all proposals without recourse, to waive technicalities or to accept the proposal which in its judgment best serves the interest of the City. Cost of submittal of this proposal is considered an operational cost of the proposer and shall not be passed on to be borne by the City.

The request for proposal, in its entirety, is available for review in the City Clerk’s Office, located at 200 E. Wall Street, Benton Harbor, Michigan, 49022, Monday through Friday, from 8:30 a.m. to 5:00 p.m. and on the City’s website at www.bhcity.us
