NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals are invited by the City of Stockton,
California, for PUR 26-029 Insurance Consulting Services for Citywide Benefits in
strict accordance with the specifications.
The City of Stockton, herein after referred to as the "City", is requesting proposals from
businesses or individuals, herein after referred to as "Proponent". The City is seeking an
insurance broker to help manage insurance vendor relationships, negotiate premium
rates, design benefit plans, ensure continued compliance with legislative requirements,
conduct actuarial services, and other duties.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/adminbid. Proposals must be marked "PUR 26-029 Insurance
Consulting Services for Citywide Benefits" and emailed to
city.clerk@stocktonca.gov or delivered (mail or in person) on a USB flash drive to the
Office of the City Clerk, City Hall, 501 W Weber Ave, Building 1, Floor 1, Stockton, CA
95203, up to but not later than 2:00 pm (PST) on Thursday, July 9, 2026. Proponents
will only be identified as responding to the RFP; no proposals will be opened or read
aloud. Each Proponent must be licensed in accordance with applicable California State
Law.
The City reserves the right to reject any/or all proposals received and re-advertise.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Human
Resources Department for PUR 26-029 Insurance Consulting Services for Citywide
Benefits.
2.0 BACKGROUND/SUMMARY
The City of Stockton is located in California's great Central Valley and is one of the
largest employers in Stockton with 1,790 full-time employees and has a FY 2024-2025
annual budget of $955 million. Stockton has grown from a community with rich
agricultural roots to an urban destination with a rich arts and culture scene, fine dining,
shopping, sports, recreation, and family activities.
The City is looking for an insurance broker to help manage insurance vendor
relationships, negotiate premium rates, design benefit plans, ensure continued
compliance with legislative requirements, conduct actuarial services, and other duties
as listed in the scope of work.
3.0 SCOPE OF SERVICES
The Proponent shall provide comprehensive employee benefits consulting, actuarial,
compliance, vendor management, and procurement support services for the City's
health and welfare programs, including but not limited to the services described below.
A. STRATEGIC PLANNING AND ADVISORY SERVICES
The Proponent shall provide the following services:
i. Conduct an initial comprehensive review of the City's existing health
insurance and employee benefits programs and assist in developing long-
range financial, operational, and utilization strategies and goals.
ii. Perform annual assessments to evaluate progress toward established
long-term objectives.
iii. Provide guidance regarding trends, market practices, benefit offerings,
eligibility requirements, and industry best practices.
iv. Conduct editorial and compliance reviews of Open Enrollment
communications and other City-produced employee benefit materials,
including memoranda, presentations, enrollment materials, and employee
communications.
v. Provide timely and effective responses to ad hoc requests from City staff
for information, analyses, and recommendations.
vi. Provide interpretation and guidance regarding local, state, and federal
regulations impacting employee benefit programs, including but not limited
to:
Patient Protection and Affordable Care Act (PPACA)
Family and Medical Leave Act (FMLA)
California Family Rights Act (CFRA)
Consolidated Omnibus Budget Reconciliation Act (COBRA)
Health Insurance Portability and Accountability Act (HIPAA)
Americans with Disabilities Act (ADA)

Fair Employment and Housing Act (FEHA)
Uniformed Services Employment and Reemployment Rights Act
(USERRA)
vii. Recommend modifications to policies, procedures, and practices to
ensure ongoing compliance and operational effectiveness.
viii. Provide sample Request for Proposal (RFP) documents and templates.
ix. Support RFP development and contract administration activities in
accordance with the City's procurement policies, procedures, and
applicable codes.
x. Develop actuarial cost projections and financial analyses related to
proposed benefit design changes and plan enhancements.
B. Program Review and Analysis
The Proponent shall review, evaluate, and analyze the following:
i. Vendor documents, including contracts, policies, certificates of coverage,
and benefit booklets, and provide interpretations and recommendations to
improve employee benefits, services, and associated costs.
ii. Vendor plan summaries and related materials for benefit accuracy and
regulatory compliance.
iii. Plan documents and City policies to ensure compliance with applicable
laws, regulations, and industry best practices.
iv. Vendor responses to future RFPs and provide summary evaluations and
recommendations to the City.
v. Alternative funding arrangements and plan financing strategies.
C. Program Administration and Support Services
The Proponent shall assist with:
i. Coordination with vendors and leveraging vendor communications,
enrollment resources, and educational materials to enhance employee
enrollment processes and benefit administration.
ii. Development, administration, and analysis of employee surveys regarding
benefit plan performance and satisfaction.
iii. Providing technical support to City staff regarding benefit administration
processes, plan interpretation, and eligibility determinations.
iv. Preparation of materials supporting labor negotiations, including cost
estimates, rate calculations, analyses, summaries, graphs, and
spreadsheets related to benefit programs.
v. Serving in an advisory capacity for review and resolution of appeals
related to City-sponsored health plans, including flexible spending
accounts.
vi. Negotiating fee agreements with selected vendors and preparing
executive summaries documenting negotiation outcomes and final rates or
fees.
vii. Vendor management and ongoing oversight activities.
D. Monitoring, Reporting, and Analytics
The Proponent shall monitor, analyze, and report on:

i. Monthly claims experience, including identification of trends, high-cost
claims activity, utilization patterns, and anomalies affecting employee
benefits.
ii. Claims utilization data in formats that are clear, concise, and actionable.
iii. Financial solvency and stability of insurance carriers, as applicable and as
deemed necessary.
E. Benefit Program Management Services
The Proponent shall:
i. Develop reporting methodologies and evaluate plan performance to
recommend strategies that reduce costs while maintaining or improving
benefit quality.
ii. Recommend wellness and disease management strategies, including
evaluation of return on investment (ROI).
iii. Participate in meetings or conference calls with City staff at least monthly.
iv. Notify the City of legislative or regulatory changes affecting employee
benefit programs and recommend actions necessary to maintain
compliance.
v. Recommend and assist with preparation of amendments to plan
documents and internal policies.
vi. Develop and administer Requests for Proposals (RFPs) for medical
(including mental health), dental, vision, and prescription benefit services.
vii. Facilitate implementation and transition activities for new vendors when
necessary.
viii. Establish vendor performance guarantees in collaboration with the City.
ix. Monitor vendor compliance with contractual obligations and performance
guarantees and provide related recommendations.
x. Serve as liaison between the City and vendors, including participation in
issue resolution and strategic planning efforts at the request of City staff.
xi. Attend meetings or conference calls with vendors as requested by the
City, but no less than quarterly.
xii. Prepare financial projections evaluating alternative plan designs and
employee contribution strategies.
F. Annual Compliance and Administrative Audit Services
On an annual basis, the Contractor shall audit the City's current health insurance
administration practices, including but not limited to:
i. Forms, notices, and participant communications.
ii. Compliance with applicable federal, state, and local laws and regulations.
iii. Plan documents and internal policies.
iv. Group insurance policies for medical, dental, and vision programs and
identify required actions or improvements.
v. Life, disability, accident, critical illness, and hospital indemnity programs.
vi. Employee benefit programs and administrative practices.
vii. Section 125 Flexible Spending Programs.

viii. Employee Assistance Programs (EAP).
G. Actuarial Services
Actuarial services shall include, but not limited to:
i. Prepare on an annual basis an actuary report evaluating health benefit
program history and provide rate and reserve recommendations for each
fiscal year
ii. Present on an annual basis the actuary report and recommendations to
bargaining units in advance of a presentation to the City Council
iii. Present on an annual basis the actuary report and recommendations to
the City Council
iv. Develop rates and reserves for annual budget in conjunction with Human
Resources and Budget staff
H. Request for Proposal (RFP) and Bid Administration Services
The Proponent shall provide RFP and bid administration services, including:
i. Development of contractor qualifications, specifications, and solicitation
requirements.
ii. Review and evaluation of proposals and bids, presentation of findings, and
advisory support to evaluation committees.
Note: It Is anticipated the following may require RFP or bid processes during the
anticipated three-year base agreement and two individual option years.

In addition to the items listed in the "Scope of Work," the Contractor shall perform

4.0 PROJECT SCHEDULE OF EVENTS
The dates indicated within this RFP are the anticipated milestones for this project. All
dates are subject to change at the City's discretion. All changes to this schedule will be
posted on the City's Bid Flash platform.

5.0 SUBMITTAL REQUIREMENTS
5.1 PROPOSAL GUIDELINES, CONTENT, AND FORMAT
The City of Stockton uses a qualifications-based selection process in obtaining these
services. In order for the City to properly evaluate the Proponents' qualifications to
perform this work, the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including the availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Work to demonstrate
their expertise. Evaluation of the proposals will be based on qualifications, the
experience of staff proposed to be assigned to the project, references, and the
thoroughness of the Proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.
D. Please submit an electronic version of the proposal and cost proposal to
