Sealed Proposals for Field Investigation and GIS Mapping to Support the Development of a Map Based Resilience Tool shall be submitted electronically to bidsubmit@portlandmaine.gov with the name of the Bidder, Contract Name and Bid number in the subject line will be received until 3:30PM Wednesday February 11, 2026 at which time they will be opened and read, or by submitting via USPS, UPS, FedEx, or in person to the City of Portland, Purchasing Rm. 103, 389 Congress St., Portland, ME 04101. It is the bidder’s sole responsibility to ensure that their bid is received by the City prior to the date and time specified. Late and/or faxed bids will be rejected.
Project Name: Field Investigation and GIS Mapping
Location(s): Cities of Portland and South Portland
Outline of Work: The City seeks proposals from qualified consultants to assist the Cities of Portland and South Portland in developing a risk-based asset management tool platform. This important tool will guide decisions about community investments and policy decisions that address vulnerabilities identified in the ‘One Climate Future - Vulnerability Assessment.’ The project includes consultant engagement, data integration, vulnerability & assessments, a complete inventory of shoreline typography, development of risk rating criteria, community education & outreach, and evaluation of the tool's applicability for other communities.
