Location

The project site is located at 271 Flint Street in between Jefferson Avenue and Reynolds Street in the Genesee-Jefferson Neighborhood in Rochester’s Southwest Quadrant. The project site is formally known as ‘The Honorable Willie Walker Lightfoot R-Center for Equity and Justice’, but is more commonly referred to as the ‘Lightfoot R-Center’. Rochester City School District (RCSD) Dr. Charles T. Lunsford Elementary School No. 19 is located adjacent to the Lightfoot R-Center.

Overview

The Lightfoot R-Center Site Improvements project will include preliminary and final design, construction documentation, support during the City’s bid and award process, construction phase design, supplemental survey, subsurface testing, and SEQR review. The consultant will provide design services to enhance the usability, functionality, safety and accessibility of the site.

One (1) electronic proposal on a thumb drive and five (5) proposal hard copies are to be submitted no later than Wednesday, February 4th at 4:00 PM to:

It is anticipated that construction will commence in Summer 2027 based on the following projected schedule:

RFP Issued: January 7, 2026

Questions/Requests for Clarifications Due: Tuesday, January 20

Response to Questions/Clarifications Issued: January 23, 2026

Proposals Due: Wednesday, February 4, 2026

Consultant Selection & Award Notification: February - April 2026

City Council Authorization: April 2026

Contract/fee negotiations: February - April 2026

Notice to Proceed (Design): Late April 2026
