RFP: ArtsBloom 2026

The City is seeking proposals for arts education, literary arts, performing arts and visual arts.

Selected respondents will enter into an agreement with the City as consultants to implement the proposed programming and/or projects. Respondents can request one of three options: $5,000, $10,000 or $20,000.

Programming and projects must be located within the city of Rochester in order to be eligible.

Please note that location within the city is defined by the boundary of the city, not a Rochester ZIP code. Respondents can determine whether an address is within the City boundary by entering the address on the City of Rochester Property Information tool.

To ensure that all Respondents have a clear understanding of the scope and requirements of this RFP, the City will respond to all questions submitted via e-mail to Heather Anderson at heather.anderson@cityofrochester.gov by 11:59 pm on Sunday, February 22nd, 2026.

Questions and the responding answers will be sent via e-mail to all respondents who have provided an e-mail address to the Project Manager (Heather Anderson) and will be posted on this web page.
