RFP: Environmental Cleanup/Site Preparation - Olean Kennedy Parcels

The City of Rochester is seeking proposals from qualified Consultants (“Consultant(s)”) to provide cleanup services for the fourteen (14) properties located at 16, 14, 12, 17, 15, 13 AND 11 Champlain Street, AND 4, 12, 18, 26, 5, 11 AND 17 Coretta Scott Crossing14 Champlain Street, 16 Champlain Street, 5 Coretta Scott Crossing (Site). The cleanup services will include the excavation and proper offsite disposal of fill material from each property including hot spot areas. After excavation has been completed, a Construction Completion Report (CCR) and Environmental Management Plan (EMP) are required to be submitted to the City. This cleanup action is an internal City of Rochester due diligence effort and is not being performed under any NYSDEC regulatory program. A detailed scope of work can be found in Section 7 of this RFP. Once completed, the site is planned for the construction of residential homeownership units. The purpose of this project is to provide developers with a site ready for slab on grade home construction

Historical uses of this Site include residential and commercial. The layout of the certain City streets and blocks on the Site were reconfigured sometime in the 1960s during the revitalization of the former Olean Townhouse property. As a result, underground utilities, including inactive sewer lines that were associated with these former streets, and the overlying pavement surfaces, are still present buried on portions of the Site. Based on subsurface studies, historic subsurface structures and utilities present on the subject property include combined sewers dating to the 1890s, sanitary sewers and storm sewers, and abandoned roadways.
