RFP-2027-DBH-16-FACIL: Facilitating Organization for Student Assistance Programs

The New Hampshire Department of Health and Human Services, Division for Behavioral Health, Bureau of Drug and Alcohol Services (“Department”) is seeking proposals from qualified vendors to serve as the facilitating organization for Student Assistance Programs (“SAPs”) across New Hampshire. The selected Vendor will develop and maintain the infrastructure necessary to support SAPs statewide and provide comprehensive program support, including centralized coordination, technical assistance, and oversight to ensure effective implementation of a minimum of 40 SAPs per school year. Key responsibilities include distributing funding and managing subawards for SAP programming, statewide; maintaining processes for statewide coordination and oversight to ensure programs are implemented as designed and intended; providing back-office support services that ensure the effective and compliant operation of SAPs; providing training and resources; and fostering collaboration among schools and other partner entities to strengthen SAP services and outcomes.
