NOTICE OF INVITATION FOR BID
Polk County, a political subdivision of the State of Florida, is soliciting bids for the following: BID
26-112, COUNTY ROAD 557 WIDENING (FPN: 445143-2-54-01).
Bid packages may be obtained from the Procurement Division, 330 West Church Street, Room
150, Bartow, Florida, 33830, (863) 534-6757 or downloaded from our FTP site. Bids must be
submitted in a "sealed" parcel or may be submitted electronically. Bids will be publicly opened
and read at 2:00 p.m. on receiving date.
To obtain a copy of the bid package, bid sheet, plans, and additional bid docs please go the
following FTP site: https://ftp3.polk-county.net/, you will be prompted for a User ID and
Password. The User ID is procurevendor and the password is solicitation. After you have logged
in to the FTP site, double click on the file folder "Bid 26-112, Bid Attachments", select "Open"
or "Save As" to download the Bid documents, drawings, and technical specifications. If you need

SCOPE OF WORK: The project consists of the County Road 557 widening in Lake Alfred,
Florida. The limits of construction begin at W. Alfred St. and extends 5.7 miles to the north and
ends south of the CR 557 and I-4 interchange. The construction cost estimate for the project is
$90,223,601.00. The number of days to complete the project are 1,190 days.
QUALIFICATION REQUIREMENTS: The prime contractor and subcontractors shall be on the
Current List of FDOT Prequalified Contractors in the following work classes: Drainage; Flexible
Paving; Grading; Guardrail; Pavement Marking; Roadway Signing; Traffic Signal; Hot Plant-
Mixed Bituminous Courses; Electrical Work; and Sidewalk. Prime contractor must have been in
business under the same name or EIN number for a minimum of 5 years. The contractor should
submit with their bid a minimum of three (3) recent references of comparable work for public
agencies such as cities, counties, FDOT that were completed within the last ten (10) years by
the prime contractor. Percentage of Work: The prime contractor shall perform a minimum of
40%.
RECEIVING DATE: Prior to 2:00 pm. Wednesday, June 10, 2026, NO EXCEPTIONS.
BID OPENING: Bidders may attend the Bid Opening in person or via conference call by dialing
(646) 931-3860 and enter Meeting ID: 865 0498 1831. A listing of all bidders will be posted to
Procurement's website as soon as possible after bid opening.

SPECIAL INSTRUCTIONS: A MANDATORY pre-bid will be held Monday, May 18, 2026, 10:00
a.m. in the Roads & Drainage Building, located at 3000 Sheffield Road, Winter Haven Florida
33880. An authorized representative or agent of the Bidder must be present at this meeting, as
evidenced by their signature on the meeting's sign-in sheet, or the Bidder's Submittal will be
considered non-responsive. Those attending via video conference will be added to the sign-in
