1.1 Introduction

The Clark County Public Transportation Benefit Area (d/b/a C-TRAN) is requesting information from qualified firms interested in providing Subject Matter Expert (SME) services for the Facility 51st Circle Roof Replacement. This RFI is intended for market research and project planning; information gathered may be used to develop a future formal solicitation.

1.2 Agency Background

C?TRAN is a municipal corporation of the State of Washington governed by a board of elected officials. C?TRAN provides transit services throughout Clark County, Washington, and to Portland, Oregon, serving a population of approximately 432,000 across 143 square miles.

Costs: C-TRAN will not reimburse Respondents for any costs incurred in the preparation or submission of responses. All costs are the sole responsibility of the Respondent.

2. GENERAL REQUIREMENTS

2.1 Inquiries

All questions must be submitted via the Sourcing Event’s Message Center. C-TRAN’s procurement staff serves as the single point of contact; direct communication with other C-TRAN personnel, committee members, or consultants is prohibited. Any formal clarifications will be issued as written Addenda posted to the Sourcing Event.

2.2 Submittal Instructions

3. SCOPE OF INFORMATION REQUESTED

Project Background

The existing roof system is 17 years old. Chronic environmental weathering has led to persistent water intrusion, requiring ongoing maintenance and interior tile replacement. C-TRAN is seeking modern, weather-resilient roofing solutions that mitigate leak risks and maximize asset longevity.

3.1 Requested Information Categories

Respondents are requested to provide a concise technical approach addressing:

3.1.1 Technical & Engineering Specifications

Environmental Resilience: Performance data regarding high moisture environments, UV degradation, and thermal expansion cycles.

Water Intrusion Prevention: Engineering protocols for flashing, joint sealing, and system-wide leak prevention.

Structural Assessment: Methodology for evaluating the existing roof’s load-bearing capacity.

Sustainability: Energy-efficient technologies (e.g., cool roof coatings, insulation values) to reduce lifecycle utility costs.

3.1.2 Public Works Implementation

Code Compliance: Adherence to Washington State building, fire, and energy conservation codes.

Operational Continuity: Safety and staging protocols to protect building occupants during construction.

Phasing: A high-level project timeline from site prep to final inspection.

3.1.3 Budgetary Cost Structures

Material & Labor: A high-level breakdown of system costs and Washington State Prevailing Wage (L&I) labor considerations.

Warranties: Available manufacturer/installer tiers (e.g., 20/30-year NDL warranties).

Maintenance: Recommended preventative maintenance schedules.

4. SUBMISSION REQUIREMENTS

Respondents shall prepare proposals simply and economically. Do not include unrequested brochures. All submissions become the property of C-TRAN.

4.1 Required Documentation

To be considered complete, submissions must include the following:

Letter of Transmittal: Signed by an authorized representative.

General Information Sheet: Attachment A-1.

Certification Regarding Ineligible Contractors: Attachment A-2.

Technical Proposal: A detailed response to the requirements outlined in Section 3.
