Anticipated Sourcing Event Schedule

1.2 Submission & Communication Instructions

Electronic Bidding Mandate: Bids must be submitted electronically via the C-TRAN Sourcing Portal. Hardcopy submittals will not be accepted.

Point of Contact: All questions, requests for clarification, and communications regarding this solicitation must be submitted through the Sourcing Portal Message Center.

Required Submittals: Bidders must complete, sign, and upload all required submittal documents?including required technician certifications?prior to the closing date and time.

SECTION 2: GENERAL REQUIREMENTS & STATUTORY COMPLIANCE

2.1 Small Works Roster & State Statutes

This project will be accomplished as a Washington State Small Works Roster project in accordance with RCW 39.04.151?154. Bidders must hold an active Washington Contractor Registration pursuant to RCW 18.27 and maintain a current Washington State Unified Business Identifier (UBI) / Business License at the time of bid submission.

2.2 Prevailing Wage Requirements

  2. Compliance: The contractor shall pay prevailing wage rates according to the specific trade performed for each day work is executed.

2.3 Informal Quotation Limits & Rights Reserved

As an Informal Request for Quotation, this solicitation anticipates that the total resulting contract value will not exceed $50,000.

In the event pricing exceeds $50,000, or if all submitted quotes are determined non-responsive, C-TRAN reserves the right to cancel this solicitation and reissue it under the agency's formal procurement process as outlined in C-TRAN Procurement Policy PBD-003.

2.4 Retainage, Performance Bonding, & Quote Validity

Quote Validity: Quotes are considered firm for sixty (60) days from the bid due date. C-TRAN may request in writing an extension of an additional thirty (30) days (up to 90 days total).

Retainage & Bonding: Retainage is waived for this project pursuant to statutory small works provisions. For contracts exceeding $50,000, a Performance and Payment Bond (or statutory retainage in lieu of bonding) will be required prior to contract execution.

Funding & Title VI: This project is locally funded. C-TRAN, in accordance with Title VI of the Civil Rights Act of 1964, ensures full compliance and non-discrimination in all contract awards.

2.5 Basis of Award & Protest Procedures

Award will be made to the lowest responsive and responsible bidder meeting all technical specifications and compliance requirements. Formal protest procedures are outlined in C-TRAN Procurement Policy PBD-003.

SECTION 3: SCOPE OF WORK

The Contractor shall provide all labor, tools, equipment, materials, and certified inspectors necessary to complete annual safety inspections, load testing, and condition reporting for the following heavy-duty automotive lifts:

3.2 Regulatory Standards & Mandatory Inspector Submittals

All annual inspections, testing, and safety certifications must strictly adhere to the current edition of ANSI/ALI ALOIM (Automotive Lift Institute - Safety Requirements for Operation, Inspection and Maintenance).

Qualified Inspector Submittal Requirement:

Under OSHA and Washington L&I regulations, individuals performing annual vehicle lift inspections must meet the legal definition of a Qualified Person. To demonstrate compliance, bidders must upload current certification/qualification documentation (e.g., ALI Certified Lift Inspector certification, manufacturer certified training documents, or equivalent proof of formal qualification) under the "ALI Certified Lift Inspector Credentials" attachment slot in the Sourcing Portal. Bids submitted without required technician qualifications may be deemed non-responsive.

Deficiency Notification: Certified inspectors must immediately notify C-TRAN Facilities Management if any equipment fails inspection or exhibits immediate safety/operational hazards.

Within five (5) business days following the completion of testing, the Contractor shall provide C-TRAN with the following deliverables:

3.3 Optional Maintenance Labor Rate

Bidders may provide an optional hourly labor rate on the Sourcing Event Pricing Sheet for potential follow-up repair services outside the fixed annual inspection scope.

3.4 Performance Period & Completion Schedule

Initial Inspection: The baseline annual inspection must be completed by September 30, 2026.

Contract Term: C-TRAN intends to award a five (5) year contract for annual testing, inspection, and certification services.

Frequency: Inspections shall occur annually; however, C-TRAN reserves the right to request additional periodic inspections as needed.

SECTION 4: INSURANCE & RETAINAGE REQUIREMENTS

Certificates of Insurance and Endorsements acceptable to C-TRAN must be submitted prior to contract execution and commencement of work. C-TRAN must be named as an Additional Insured on all commercial general liability policies.

4.1 Insurance Coverage Limits

4.2 Insurance Notice & Cancellation Clause

Required policies shall contain a provision that coverage will not be canceled, materially reduced, or allowed to expire without at least thirty (30) days prior written notice to C-TRAN. Information concerning any reduction of coverage shall be furnished by the Contractor within thirty (30) days of such reduction, to the best of the Contractor's knowledge and belief.

SECTION 5: PRICING STRUCTURE & EXHIBITS

5.1 Pricing Structure

Pricing shall be submitted as Unit Pricing per Annual Inspection Period (Years 1 through 5) rather than a single lump sum, alongside optional hourly repair rates on the portal price form.
