NOTICE TO BIDDERS: Benton County (“County”) will receive sealed bids for the Two Rivers Park Boardwalk Project from qualified general contractors.

BID DUE DATE: Bids will be received until 11:00 a.m. (PST) on September 2, 2026, at the Benton County Justice Center located at 7122 W. Okanogan Place, #E210, Kennewick, Washington, 99336. BIDS RECEIVED AFTER THE STATED TIME WILL NOT BE ACCEPTED.

BID SUBMITTAL AND AWARD: Complete digital bidding documents are available at www.questcdn.com. Interested bidders may view the plans and specifications at no charge by signing up for an account and inputting Quest Project #10309504 on the website’s Projects Search Page. Firms who intend to submit a bid must download the digital plan documents, specifications, contract documents and bid proposal for Twenty-Two dollars ($22.00). The bids will be publicly opened by County staff. It is the intent of the County to award to the lowest responsive, qualifying bidder. The County reserves the right to reject all bids or waive informalities in the bidding. No bids shall be withdrawn for a period of 30 days subsequent to opening of bids without the written consent of the County. A successful bidder shall enter into a contract with County in substantially the same form as the sample provided herein.

PROJECT SCOPE: The Project scope includes the construction of a new 300ft boardwalk at Two Rivers Park in Finley, Washington.

PREBID MEETING: There will be a mandatory pre-bid walk-through for general contractors and sub-contractors on August 27, 2026, at 8:00 am at the Two Rivers Park, 213316 E Finley Rd, Kennewick, WA 99337. By submitting a bid, bidders acknowledge that they have examined or have had the opportunity but knowingly declined to examine the premises and site before delivery of their proposals, and the County is not obligated to provide any allowance subsequently made on behalf of a bidder by reason of any error or neglect on their part.

The County hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunities to submit bids and will not be discriminated against on the grounds of race, color, sex, handicap, or national origin in consideration for an award. This project is subject to the County’s prevailing wage rate requirements.
