Service Provider shall provide field services and consulting services (“Services”) for PHA’s Barbour’s Cut Terminal Public Water System (PWS) in accordance with PHA’s PWS permit (PWSID1013230) as set forth below.

1. Perform weekly checks of the total chlorine, monochloramine, free ammonia (as nitrogen), pH, and temperature.

2. Perform analytical testing of Nitrite (as nitrogen) and Nitrate (as nitrogen) on an as needed bases requested by PHA.

3. Maintain monthly logs which will be kept in a records binder on site and electronically.

4. Collect monthly coliform bacteria samples and repeat positive coliform bacteria samples.

5. Complete and submit Texas Commission on Environmental Quality (TCEQ) disinfection quarterly reports to TCEQ.

6. Update and maintain, to TCEQ’s then-current standards, the PWS monitoring plan, sample site plan, and operations manual, and all other reports, required per TCEQ regulations for a PWS.

7. Maintain a PWS document binder and provide regulatory audit representation.

8. Provide a 24-hour emergency contact.

9. Collect annual lead and copper samples in accordance with TCEQ monitoring schedules.

10. Complete all necessary paperwork, notifications, and reporting necessary to keep the PWS in compliance and out of enforcement, including but not limited to timely issuance and posting of public notices, and advise PHA on submitting certificates of delivery to TCEQ.

11. Advise PHA on any other actions required to operate the PWS in compliance with PWSID 1013230.

12. Maintain PWS operator license of a Class D or higher.

13. Service Provider shall use a NELAP/NELAC certified lab for laboratory analysis.

14. Provide recommendations and guidance for actions necessary to maintain compliance with Public Water System (PWS) requirements.

Service Provider shall provide field services and consulting services for PHA’s Bayport Terminal Water System, a non-registered potable water system, as set forth below:

1. Perform weekly checks of total chlorine.

2. Collect monthly coliform bacteria samples and repeat positive coliform bacteria samples.

3. Maintain and submit logs monthly to PHA personnel.

Service Provider shall provide field services and consulting services as requested by PHA’s Environmental Affairs Department on an as-needed basis, which supports PHA’s operations, maintenance, and/or construction activities at various PHA property locations, and may include, but not be limited to, bacteria testing and chlorine testing. Provision of such services shall be subject to PHA’s prior written approval of Service Provider’s proposal, setting forth the scope, price, and timing to complete out the services.
