Summary

The County of Volusia is seeking the services of professional consultants to provide Professional Engineering Design Services to prepare a complete set of construction contract plans, specifications, and special provisions, if necessary, for the combination of a 4-lane divided urban, a single lane roundabout, and a 2-lane divided urban typical section with raised medians along Orange Camp Road from Woodland Boulevard (US 17/92) to Kirkaldry Court. The 4-lane urban typical section from Woodland Boulevard to Bentley Green Drive/Glen Eagles Drive will consist of two 11-foot travel lanes in each direction, a 5-foot bike lane in both directions, a 22-foot raised median, and an 8-foot to 10-foot wide concrete shared-use path on the north side (instead of the 5-foot sidewalk) where there is less right-of-way impacts and utility obstructions. The 2-lanes urban typical section from Bentley Green Drive/Glen Eagles Drive to Kirkaldry County will consist of one 11-foot travel lane in each direction, a 5-foot bike lane in both directions, a 22-foot raised median, an 8-foot to 10-foot wide concrete shared-use path on the north side, and a 5-foot concrete sidewalk on the south side. A single lane roundabout typical section is proposed at Princeton Road/Wellington Woods Avenue with an inscribed diameter of 135-foot with 18-foot circular lanes and an 8-foot to 10-foot shared used path. The new combined typical section matches the surrounding land use, will satisfy future traffic demands, provide bike lanes and continuous concrete sidewalks, address capacity issues, and reduce operational conflicts which in turn improve safety.



Background

Orange Camp Road is a major east-west collector roadway that serves as a connection between Woodland Boulevard (US 17/92) and Dr. MLK Jr. Highway and Interstate 4. It is considered an Access Management Class 7 facility. The posted speed limit is 35 mph along Orange Camp Road from Woodland Boulevard to S. Oak Park Drive. The posted speed limit increases to 45 mph from Oak Park Drive to S. Hill Avenue. Within the project limits, there is one traffic signal at the intersection of Orange Camp Road and Woodland Boulevard. The corridor is predominately a two-lane rural roadway with left and right turn lanes from Woodland Boulevard to Country Club Corners. From Country Club Corners, there are center left turn lanes present but mostly a two-lane roadway facility. There are sidewalks on the north side of Orange Camp Road from the first Plaza entrance to Bentley Green Drive. The sidewalk continues from Oxford Road to Blue Lake Avenue. The existing right-of-way varies along the corridor from 65-feet to 150-feet.

The corridor is characterized by commercial uses at the west end, including the West Volusia Regional Shopping Center and Country Club Corners (Publix) Shopping Center. Moving east, there are residential properties on both sides of the roadway. Neighborhoods include Country Club Estates, Westminster Wood, and Carriage Homes. Immanuel Presbyterian Church is also located along the corridor.

Due to the development of west Volusia County, Orange Camp Road is experiencing heavier traffic volumes and congestion. Presently, during AM and PM peak hours, both eastbound and westbound directions of Orange Camp Road are failing. With the increase of traffic demand created by growth and future roadway widening, a substantial need to provide additional capacity is justified.
