INTRODUCTION
The City of Johnson City, representing Johnson City Transit System (JCT), is requesting proposals for the
replacement of its surveillance on-board DVR and camera system. JCT is the local operator of public fixed-
route and paratransit services in Johnson City, Tennessee. The system will be purchased with City, State,
and Federal funding sources, through the City of Johnson City, the Tennessee Department of
Transportation, and the Federal Transit Administration.
The overall goal of this procurement project is to ensure that the system being procured by the City of
Johnson City and JCT meet the requirements of the services for which they are intended, and are
competitively procured and manufactured according to the Federal Transit Administration’s procurement
guidelines and requirements.
The successful proposer, after contract award and as outlined in the Technical Scope of Work found later
in this RFP, will complete the entire project in a timely fashion that is acceptable to JCT. The package must
be prepared in accordance with FTA procurement guidelines, rules and regulations.
Through this RFP, JCT seeks to employ the best on-board surveillance system at the most favorable,
competitive prices and to give ALL qualified businesses, including disadvantaged business enterprises,
businesses that are owned by minorities, women, persons with a disability, and other small business
enterprises, an opportunity to do business with JCT.
This opportunity is being funded by the Federal Transit Administration, and the City of Johnson City.
1. JOHNSON CITY TRANSIT BACKGROUND AND SERVICE INFORMATION
Johnson City Transit System (JCT) began operations in 1979 as the first new municipal transit system in
Tennessee since World War II. The Johnson City Transit Center, located at 137 West Market Street, in
downtown Johnson City, was built in 1986, as a rehab and major expansion of the existing Greyhound Bus
Lines terminal.
JCT operates fixed route service (including BUCSHOT service on/around ETSU campus) and demand-
response service (including paratransit service for individuals with disabilities and Job Access service)
within Johnson City corporate limits. All major commercial and institutional facilities in Johnson City are
served by the JCT fixed route, including East Tennessee State University, the Mountain Home Veterans
Administration Center, hospitals, shopping malls and centers, and government offices. In addition, the
major residential neighborhoods and group housing complexes are served. All fixed route buses are lift-
equipped (or equipped with ramps) to meet the needs of clients with special needs.
2. SCOPE OF WORK FOR TECHNICAL PROPOSAL
JCT is requesting Proposals from vendors for services to remove the existing camera system installing and
providing equipment for the update of its transit on-board surveillance system. The project schedule
provides for completion of the entire project by 90 days after award. This schedule may be amended
during the course of the contract as mutually agreed by JCT.
2.1 Project Summary
Johnson City Transit (JCT) desires to procure a bus video surveillance system (with sound) to replace
our current bus video surveillance systems on our fixed route and para transit bus fleets. The requested
system will include 37 complete upgrades. Please see Attachment K, Vehicle Listing for full details.
Please note, we are requiring full kits for some buses that are currently on order. The system must also
include a Back Office software system to allow the viewing, storage, and archiving saved captured
video to PC, DVD, USB flash drive, at multiple computers. This system shall also allow Wi-Fi access for
download and remote viewing (Wi-Fi network already in place). In addition, the system shall provide
daily health and diagnostics for bus camera systems.
The bus video surveillance system shall record video and audio. The video camera system shall include
all hardware, software, and cables necessary for the successful installation of a bus video camera
systems in accordance with this specification; including but not limited to all Video Recorders, cameras,
microphones, Global Positioning System (GPS) information, onboard wireless, and other onboard
components with an option of live stream bus video from a desktop computer, utilizing T-Mobile
cellular service. The system shall include all fixed-end software specified in these specifications, as well
as the installation of this software on workstations and servers. JCT would prefer the backend software
to be cloud based if this is not feasible, please specify. The bus video surveillance system shall also
include all hardware, software, and cable necessary for the successful installation and implementation
of a real-time video surveillance and upload capability. Finally, the bus video surveillance system shall
include all installation, testing, documentation, equipment and wire labeling, training, warranty,
maintenance, and support as outlined in these specifications.
All work for this project shall take place at JCT facilities under the Terms and Conditions spelled out in
this RFP.
2.2 Summary of Tasks
The proposer is expected to submit full details listed in this RFP plus details of the equipment being
proposed.
2.2.1 Technical Specifications
The proposer shall perform all work detailed in this RFP, unless otherwise specified. The scope of work
to be performed includes furnishing all materials, tools, equipment, transportation, supervision and
performing all labor and services necessary and incidental to designing, installing and testing the bus
video camera system in accordance with requirements. The proposer’s work includes, but is not limited
to, the following:
Removal of existing video camera equipment (any old video camera equipment shall be
returned to JCT unless otherwise instructed). This process will be completed with
supervision of a JCT staff member.
Performing a complete installation and documentation of each bus installation.
Performing qualification and acceptance testing for each bus install.
