PFAS Testing Lab Services 2026-27

Scope of Services:

The City of Columbus, Division of Water, intends to obtain bids for professional laboratory services to

analyze samples for per- and polyfluoroalkyl substances (PFAS) by EPA methods 533, 537.1 rev.2, and

1633 for ongoing research and compliance purposes.

Quantity Estimate:

The quantity estimate is for 80 to 100 samples, spread out over the year. Based upon the initial test

results, an indefinite quantity of follow-up samples may be required. The City of Columbus will be

responsible for sampling, as well as outbound freight costs. The sample matrix may include surface

water, groundwater, treated drinking water, wastewater, and biosolids. Multiple purchase orders may

be issued, with the combined total not to exceed $50,000.00

Required Experience and Capability:

Vendor must be Ohio EPA Certified/Accepted and listed on the Ohio EPA website

List.pdf for PFAS analysis, as of 8/9/2026. Subcontracting is not allowed. All samples are to be analyzed

at one of the vendor’s laboratories.

The vendor must report laboratory results from PFAS compliance samples directly to the Ohio EPA via

their electronic Drinking Water Reports (eDWR) portal.

Registering with the Ohio Secretary of State. The City of Columbus is unable to contract with a business

entity that is required to be registered with the Ohio Secretary of State and is not registered. A business

entity is not required to be registered before submitting a bid with the City, but must be registered prior

to the City executing a contract.

Bidding Instructions:

Line Item 1 and 2 – Please put $1.00 for the amount to create an indefinite quantity blanket in the

system. It is anticipated that multiple purchase orders will be created from this RFQ as needed.

Please attach your quote with prices for the following analysis, made available to the City at the pricing

submitted through 12/31/2027.

Please provide the cost per sample for method 533.

Please provide the cost per sample for method 537.1 rev.2.0.

Please provide the cost per sample for method 1633.
