The City of Atlanta on behalf of the Department of Aviation (DOA), will shortly undergo a Multi¿Step Sealed
Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB)
towards the procurement of on¿call general services supporting facilities maintenance, repair, and minor
construction across both airside and landside areas at Hartsfield¿Jackson Atlanta International Airport. The
Department of Aviation seeks firms with the capability and expertise to provide multi¿trade support,
rapid¿response services, and operationally sensitive maintenance that upholds the safety, reliability, and
compliance requirements of active airport environments. The City¿s expectation is that selected vendor(s) will
deliver timely, well¿coordinated, and high¿quality services that ensure uninterrupted airport operations, maintain
adherence to FAA Part 139 and TSA Part 1542 standards, and provide consistent support for critical airport
infrastructure. Vendors with demonstrated experience performing work within secure airside areas, sustaining
adequate staffing levels, and supporting both planned and urgent maintenance needs are strongly encouraged to participate. A Pre¿Solicitation Conference will be publicly noticed and held to provide additional information on the upcoming solicitation, outline anticipated requirements, and address vendor questions.

On-Call General Contractor Services for Grounds and Facilities Maintenance
Scope of Services
Purpose and Overview
The City of Atlanta ("COA") Department of Aviation ("DOA") is soliciting proposals from qualified contractors to provide On-Call General Contractor Services for Grounds Maintenance (Airside Locations) and Facilities Maintenance (Landside Locations) repairs at Hartsfield-Jackson Atlanta International Airport ("ATL"). Services will support DOA Maintenance, DOA Security, and DOA Operations in maintaining compliance with all applicable Federal Aviation Administration ("FAA") Part 139 and Transportation Security Administration ("TSA") Part 1542 requirements.
This contract will provide a flexible, on-demand solution for repair, replacement, and maintenance projects, ensuring continuous, safe, and efficient airport operations.
II. General Requirements
Contractor shall furnish all project management, supervision, labor, materials, tools, equipment, subcontractors, and services necessary for the performance and completion of assigned projects.
All work must be completed using the highest quality materials that are compatible with the existing asset and meet applicable code, compliance, and aesthetic standards.
All materials used must be asbestos-free. If asbestos-containing materials are encountered, disposal must comply with the State of Georgia Asbestos Rules of Solid Waste Management 391-3-4-.04(08).
The contractor must be available to perform emergency repair services on a 24/7 basis when requested.
The Airport will provide scope-specific work orders and access to relevant plans and documents to complete assigned projects.
The Airport will facilitate coordination with other airport divisions and impacted stakeholders.
Areas of Work
The selected contractor(s) must demonstrate experience and capabilities in accordance with Exhibit A.2 in the following service areas:
Concrete - Installation, repair, demolition, and finishing.
Carpentry - Rough and finished carpentry for repairs and installation.
Demolition & Debris Removal - Safe demolition, debris removal, and disposal.
Electromechanical Repairs - Troubleshooting and repair of mechanical components.
Electrical Services - Repairs, replacements, and upgrades in compliance with NEC and applicable local standards.
Emergency Repair Services - Rapid response to urgent maintenance issues.
Plumbing - Installation, repair, and maintenance of piping systems, fixtures, and related appurtenances in compliance with applicable plumbing codes.
Demolition - Safe dismantling, removal, and disposal of debris in compliance with environmental and safety regulations.
Roofing - Installation, repair, and maintenance of roof systems and related components to maintain watertight integrity.
Fencing - Installation, repair, and maintenance of security and perimeter fencing.
Metalwork - Fabrication, coating, and repairs of steel/aluminum structures.
Asbestos Abatement - Identification, removal, encapsulation, and lawful disposal of asbestos-containing materials in accordance with the State of Georgia Asbestos Rules of Solid Waste Management 391-3-4-.04(08), OSHA, and EPA regulations.
Masonry - Brick, block, and stone installation and repair.
Painting - Interior and exterior surfaces, including corrosion prevention coatings.
Pressure Washing - Surface cleaning for pavements, buildings, and equipment.
HVAC - Installation, repair, and maintenance of heating, ventilation, and air conditioning systems in compliance with mechanical codes.
Curb and Ramp Markings - Pavement marking and re-striping.
Guardrail - Installation and repair of safety and security guardrails.
Structural Steel - Fabrication, repair, and installation of structural elements, handrails, and stairs.
Signage - Installation and repair of wayfinding, regulatory, and safety signs.
Site Work - Surveying, grading, drainage, and utility location coordination.
Testing Services - Material testing, load testing, and compliance inspections.
Interior / Exterior Finishes - Installation, repair, and replacement of building finishes located inside and outside facilities.
Performance Standards
All work shall be performed in accordance with DOA Maintenance and Security Regulations: TSA Part 1542, and FAA Part 139 requirements.
Contractors must adhere to airport safety and security protocols, including required badging and escort procedures.
Projects must be completed on schedule and in compliance with approved scope, budget, and specifications.
All work must be performed to ensure minimal disruption to airport operations.
Contractor will submit project change orders to Project Manager Sr. or designee for review and approval.
Respond to on-call and emergency work orders in a timely manner.
Deliverables & Reporting
Project-specific cost proposals for each requested service before mobilization.
As-built drawings and documentation are required for completed projects that modify the original state, location, and operation of the item being repaired.
Completion reports detailing work performed, materials used, and compliance certifications.
Daily progress reports for ongoing work.
Final close-out documentation including photos, permits, warranties, and inspections.
Participation in monthly project review meetings as requested by DOA.
Emergency Response
The contractor must maintain the capability to:
Respond to emergency requests within four (4) hours of notification. (Refer to Exhibit A.1 for emergency response costs)
Mobilize equipment, materials, and qualified personnel to address urgent maintenance and safety issues.
Compliance and Safety
All contractors and subcontractors must complete the required airport security training by DOA Security before commencing work.
All contractors and subcontractors must be badged in accordance with DOA Security protocols.
All work areas must be kept clean and safe, with proper barricades, signage, and hazard controls in place.
Contractors must comply with OSHA safety requirements and all applicable local, state, and federal regulations.
Subcontracting
The use of subcontractors is permitted if the contractor is awarded the contract. All subcontractors must be pre-approved by the DOA.
However, the contractor shall:
retain full responsibility for all goods, installation, delivery, and services provided by any subcontractor.
remain the City's sole point of contact for all goods and/or services provided under the Agreement.
be solely responsible for compensating any subcontractors engaged to perform the work under this contract.
