SCOPE OF SERVICES
FOR
OIL & HAZARDOUS WASTE DISPOSAL
1) DESCRIPTION AND OBJECTIVES
The City of Atlanta (the "City") is soliciting Bids from qualified vendors to provide disposal services
that include the removal and disposal of waste oil and special hazardous waste for the
Department of Public Works. Vendors must prepare their bid to show their capability to
coordinate with the user agency for rubbish/waste pickup and removal and ensure that the
process is done in accordance with state and federal regulations. Vendor must contact the user
agency and inform them of their presence on site that does not conflict with existing working
schedules. Vendors must execute scheduled pickups/removals that are timely, provide pickup
tickets with adequate information for the waste being removed, and to be available in the case of
emergencies.
2) OVERVIEW
a) The vendor must be certified to legally procure, store and dispose of liquid and highly viscous
waste and adhere to all federal and state level regulations regarding disposal.
b) The vendor must coordinate with project managers or their designees to set up waste
receptacle retrieval and provide waste manifests to the user agency to correspond with
department inventory lists.
c) The vendor must utilize disposal facilities that are properly certified, insured and eligible to do
business in the state of Georgia.
3) BIDDER SERVICE REQUIREMENTS
a) GENERAL
This bid is for removal and disposal services of waste oil and hazardous waste. Vendor must
produce prior evidence of capability of providing disposal services for a major municipality.
Vendor must prepare a package that has a plan for efficient waste receptacle retrieval, swift and
safe transport of said materials, as well as utilizing the proper methods of disposal per the material

and environmental standards to be upheld. Vendor must ensure that every container used for
transport of waste is new and in good shape. If any issues with spillage or leakage of waste
materials while in the vendor's possession occur, they must act immediately to identify the spill,
clean/remove all traces of leaked waste, and ensure that the location is exactly as it was found.
a) WASTE OIL REMOVAL AND RECOVERY
The City of Atlanta will provide the successful vendor with a list of facilities, addresses, contact
names, and phone numbers to perform disposal services. It is the responsibility of the vendor to
retain this information for accurate record keeping. The City does reserve the right to update
information as needed. Vendor must contact each facility prior to retrieval to schedule pickups
that don't interfere with existing working hours. Prior to pick up, the vendor is to inform the
project manager or designee of their presence on site when picking up waste oil in various
conditions, i.e., bulk form, in-ground tank or fifty-five (55) gallon drum. Vendor is
responsible for obtaining completed tickets from the point of contact with the estimated
quantities. Vendor will also be responsible for any spillage cleaning, if applicable. The spillage
must be cleared on the same day and must comply with environmental standards.
b) SPECIAL HAZARDOUS WASTE DISPOSAL
Vendor must provide qualified labor, materials, tools, equipment, and incidentals required to
perform the removal, packaging, loading, transportation and disposal of hazardous waste. They
must be prepared for requests of soil characterization through laboratory analysis and waste
manifest preparation. Hazardous waste assessment may also be included as well as the
identification and characterization of stored hazardous waste in advance of pickup and
subsequent disposal. All Georgia state and federal licenses, endorsements, registrations,
identification numbers, and permits must be maintained for the removal, transport and disposal
of hazardous and regulated materials as described therein for the length of the agreement. A
roundup of hazardous waste materials must be performed by the vendor for various sites and
installations associated with the City of Atlanta at a frequency that the vendor and the City are
in accordance with. Removal of hazardous waste in emergent situations is mandatory and
crucial to the department's operation. The City reserves the right to add and remove specific

tasks and facilities to schedule disposal. The City reserves the right to amend and modify the
scope of work to be in accordance with the City's needs with proper notification to the vendor.
Reasonable written notice will be provided by the City if a facility is to be added or removed.
Reasonable written notice will be provided by the City if the scope of service is being modified
along with the effective date of changes taking place. The City will only allow the vendor to
utilize fully licensed and permitted recycling/disposal facilities to perform under the scope of
work of this contract. Containers must be disposed of, as well as all waste materials. If a drum or
barrel of hazardous waste is removed instead of vacuumed, the vendor must replace that
container with a like container. Vendor must be prepared if additional barrels or drums are
requested by the City. When required, vendor must load, remove and transport waste that may
contain liquids. Roll off bins or banker tanks must be used to ensure proper storage and
removal. Should spillage occur during removal or while the waste is in the possession of the
vendor, the vendor must perform any necessary cleaning of the City's facilities and/or job sites
to restore to an acceptable condition. On an as needed basis, vendor must perform proper
pumping and disposal of Chemguard aqueous film forming foam for all Atlanta Fire Rescue
trucks that are housed at Hartsfield Jackson Airport. All materials must be recycled unless
unique disposal situations preclude recycling. Vendor must remove the hazardous materials
listed below:
* Petroleum hydrocarbon
* Semi volatile and volatile organic compounds
* Pesticides and herbicides
* Perchlorate
* Metal and petroleum impacted soils and water
* Aqueous film forming foams included dissolved phase and non dissolved phase
aqueous solutions
* High pressure sodium bulbs
* Fluorescent bulbs of various lengths
* Non PCB lamp ballasts
* Lead acid batteries
* Nickel cadmium batteries
