The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
This requirement is for the incineration of 50 tons of NAVSEA, Naval Nuclear Propulsion Program (NNPP) technical manuals produced by NAVSUP-WSS, N009. No equipment or function exists at NAVSUP WSS Mechanicsburg with the capability of appropriately and properly destroying classified documents. Due to the quantity involved and the availability of government personnel, the period of performance is expected to begin on 01 September 2026 and continue for a period of twelve (12) months. The requested service represents the minimum requirements of the government.
Reference SECNAVINST M-5510.36B “DON Information Security Program”, OPNAVINST N9210.3 “Safeguarding of Naval Nuclear Propulsion Information”, DOD 5220.22-M “National Industrial Security
Program Operating Manual”, and NNPP “Memorandum of Instruction (MOI)”. IAW this guidance, NNPI shall be disposed of as classified material in a facility that is NSA compliant to destroy NNPI materials. Further, this guidance provides that material removed from a cleared facility for destruction shall be destroyed on the same day it is removed and witnessed by authorized Government personnel with the appropriate security clearance.
Lancaster County Solid Waste Management Authority (LCSWMA) is the only NSA compliant facility within close proximity of NAVSUP WSS Mechanicsburg that will allow for the removal and destruction of the materials on the same day and be witnessed by authorized government personnel. LCSWMA, a large business, is located in Lancaster, PA, which is approximately a 40-minute drive from NAVSUP WSS Mechanicsburg.
Furthermore, LCSWMA has obtained the required Pre-authorization, (Form –U Request to Process or Dispose of Residual Waste) from the State of Pennsylvania to incinerate material IAW the Pennsylvania Department of Environmental Protection, Bureau of Land Recycling and Waste Management’s established state disposal approval regulations. The only other facilities identified include Covanta Lancaster Inc. and AEGIS Resources Management. Regardless of the fact that neither firm is NSA compliant, research shows that Covanta provides only shredding compared to the required incineration process and AEGIS could not satisfy the same day removal/destruction requirement; ultimately disqualifying them both as potential service providers. Future requirements will be handled on a case-by-case basis.
The requirement meets the exception noted in FAR 5.202(a)(1) as the synopsis would not be able to be worded to preclude disclosure of an agency’s need and such disclosure would compromise national security.
