IMPROVING RECREATION & WATER QUALITY
The Lanier County Board of Commissioners will receive separate, sealed bids until 10:00am (local-time),
Tuesday, July 21, 2026, for furnishing all materials, labor, tools, equipment, and incidentals necessary
for the installation of a new campground site located on Banks Lake for the county's Land and
Water Conservation Fund Project, Grant Number: 46218 446 224. Project shall be funded from the
Georgia Outdoor Stewardship Trust Fund Project and /or other local funds specified). Bids will be
opened and read.
The meeting will be held at Lanier County Board of Commissioners' Office and will be opened to the
public at the Lanier County Annex Building located at 162 West Thigpen Avenue, Suite A,
Lakeland, Georgia 31635 Proposals can be mailed or delivered to the attention of Richard Hardy,
County Manager for the Lanier County Board of Commissioners, 56 West Main Street, Lakeland
Georgia 31635. Proposals received after the designated time will not be considered. The Lanier County
Board of Commissioners may select a successful low bidder after evaluation of all bids.
There will be a Mandatory Pre-Bid Conference held at 10:00am (local-time), Tuesday, July 7, 2026.
This conference will be held at the Lanier County Annex Building located at 162 West Thigpen
Avenue, Suite A, Lakeland, Georgia 31635. This pre-bid conference is intended for all contractors
submitting a proposal as the prime contractor. It is also highly encouraged to have all sub-contractors and
product vendors present.
The Scope of Work Includes:
New campground Site located on Banks Lake.
All proposals shall be accompanied by a Bid Bond in favor of the Owner in the amount of at least five
percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if
awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment
Bonds as provided by the law and approved by the Attorney for the Owner. Performance Bond shall be
equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent
(100%) of the Contract amount.
The Bid Bond shall be forfeited to the Owner as liquidated damages if the Bidder fails to execute
the Contract and provide Performance and Payment Bonds within (10) days after being notified
that he has been awarded the Contract.
All work on the project must be completed within 365 consecutive calendar days of the Notice to
Proceed Date.
Copies of the plans and specifications may be obtained from Statewide Engineering, Inc., 516 East
Ashley Street, Douglas, Georgia 31533, 912-384-7723 for $200.00 per set for full printed specification
and plans, or $50.00 for specifications and plans emailed in pdf format (non-refundable). Plans and
Specifications are also on file (for view only) at the Lanier County Board of Commissioners' Office.
All Bidders must receive a bid package from the Engineer in order to be considered certified. Bids
from non-certified Bidders will not be considered.

Contractors shall submit all questions in writing to Mark Dill via email or fax. Email address is

14, 2026 at 9:00am). All questions received and answers will be provided to all contractors in an
addendum and listed on the Georgia Procurement Registry.
This agreement is for services related to a project that is subject to the Build America, Buy America
Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"),
Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction
materials used in this project must be produced in the United States, as further outlined by the Office
of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application
of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable
Supplemental Specifications, 2024 Edition, Special Provisions, or any other provision contained within this
contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia
Department of Transportation Specifications.
The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in
its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the
Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening
of the bids.
