REGIONAL DESIGN CRITERIA MANUAL

The Regional Transportation Commission of Southern Nevada (RTC) maintains the Uniform Standard Drawings and Specifications for Public Works Construction of Off-Site Improvements, Clark County Area. Collectively referred to as “The Blue Book,” the drawings and specifications provide the basis for off-site construction in Southern Nevada.

It is the intent of this formal Request for Statement of Qualifications (RFSOQ) to receive proposals from qualified Prospective Proponents and select a qualified firm to develop a safety action plan to include a third document that would supplement the Blue Book and give roadway designers access to the best concepts, practices and design principles to ensure roadways are built to the highest standard of safety for all users.

It is envisioned that the Design Criteria Manual would be a living document that is readily adaptable to new data, research, and experience from academic, government, and industry roadway safety advocates and practitioners. Having a third document that is separate from the existing standard construction drawings and specifications would be advantageous because its focus would be on the design side of project delivery rather than on the construction side. Currently, design criteria is mixed into the standard drawings and is consequently difficult to modify because it requires modifications to the drawings that are used by contractors. By separating the design criteria from the construction drawings, the two documents can be used and modified independently.
