This PROJECT IS A STANDARD LOW BID PROJECT and includes:  GENERAL CONSTRUCTION, HVAC, PLUMBING, AND ELECTRICAL SERVICES

Site development of an existing parking lot approximately one acre in size including
extension of water, natural gas, stormwater, sanitary sewer, communication and off site
electric utilities. Building construction consists of a two story 17,000 square foot
administration and simulator building.

ESTIMATED RANGE:  .1 General - $5,000,001.00 - $6,000,000.00, .2 HVAC - $400,001.00 - $600,000.00, .3 Plumbing - $800,001.00 - $1,000,000.00, .4 Electrical - $1,000,001.00 - $1,500,000.00

ESTIMATED RANGE for Liquidated Damages = (.1) General - $1,500.00 per day, (.2) HVAC - $160.00 per day, (.3) Plumbing - $270.00 per day, and (.4) Electrical - $370.00 per day

MANDATORY PRE-BID CONFERENCE:  The Pre-Bid Conference will take place on Tuesday June 2, 2026, at 9:30AM (map attached in bid documents), Middletown, PA, Dauphin County. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION.

There is no Bid Guaranty required for this Project.

The Department of General Services Public Works and the Office of Business Inclusion and Supplier Development (BISD) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.

This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works.  Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

The Goals for each Prime Contract is as follows: SDB AND VBE GOALS

1.02 WORKSCHEDULE
A. Allworkshallbeaccomplishedduringnormalworkinghours(0700to1600hours)exclusiveof
Saturdays,Sundays,andfederalholidaysunlessothertimesareapprovedbytheGovernment,
orotherwisestatedintheContract.CoordinatetheworkschedulewiththeGovernment.
B. TheContractingOfficerordesignatedrepresentativewillapproveanychangestothesehours.
Requeststoworkoutsidenormaldutyhourswillbeconsideredonanindividualbasisandnot
fortheentireproject.Refusalofacontractor'srequesttoconductworkonweekends,holidays,
orregularlyscheduleddaysoffdoesnotconstituteagovernmentcauseddelay.Generally,
workinanoccupiedbuildingwillnotbeallowed,whileworkinanunoccupiedbuildingor
outdoorsmaybeallowed,dependingontheplannedwork.
1.03 HAZARDOUSMATERIALUSAGE
A. TheContractorshallestablishahazardousmaterial(HM)storageanddistributionsystemwhen
HMistobeused.AllHMrequiredtosupportthecontractshallbereportedtotheHazardous
MaterialPharmacy(HMP)usingtheContractorHMIdentificationForm.TheFormmaybe
alteredtoenhancetracking.TheContractorHMIdentificationFormwillbeprovidedtothe
ContractoratorpriortothePreconstructionmeeting.AdditionalHMneededbytheContractor
shallbeidentifiedtotheGovernmentforapprovalbytheHMP.SeeSupplementContractor
HazardousMaterialIdentificationForm.
B. TheContractorplanningtouseHMfortheworkmustregisterwiththebaseHMPpriortostart
ofworkinordertosupporttheinstallation'scompliancewithExecutiveOrder12856,Federal
CompliancewithRight-to-KnowLawsandPollutionPreventionRequirements.
C. TheContractorshallmaintainContractorHMIdentificationFormforHMonthejobsitefor
inspection/verification.
D. GovernmentwillverifythattheHMidentifiedtoHMPistheonlyHMinuseonthejobsite.
E. ContractorsshallProvidetheHMP:
1. ProvidealistofeachmaterialandquantityofmaterialforallproposedHM.Hazardous
Material(HM)shallbeconstruedtomeananyitemthatis:
a. Ahealthhazardorphysicalhazardasdefinedin29CFR,1910.1200(c).
b. RegulatedinitsdisposalbyEPAunder40CFR.
c. HazardousasdefinedbyDOTregulationsunder49CFR.
d. HazardousasdefinedbytheDangerousGoodsRegulationsoftheInternationalAir
TransportAssociation.
2. Provideamaterialsafetydatasheet(MSDS)foreachitemontheHMlist.
3. Typicalexamplesofhazardousmaterialsusedonthejobsiteinclude,butarenotlimited
to:
a. Petroleumbasedliquids/gases(gasoline,kerosene,diesel,propane,butane,
acetylene,etc.).
b. Explosives.
c. Adhesivesandglues.
d. Shotchargesforanchorsystems.

h. Epoxiesandcoatingsystems.
i. Acidicoralkalicleaners.
F. TheContractorshallestablishaconstructionspecificHMstorageandissuelocationthatfully
complieswithfederal,state,andlocalenvironmentalregulations.Materialsissuedshallbe
trackedforquantitiesused.UnusedmaterialsshallbeinventoriedandremovedfromtheANG
installationpriortocloseoutofthecontractorexpirationdateoftheHM.Reportsofmaterials
delivered,used,andremovedfromtheinstallationshallbesubmittedtotheGovernment
monthlyandpriortocontractcloseout.
G. TheContractorshallcomplywithallfederal,state,andlocalenvironmentalstandards.
H. TheContractorshallaccompanytheGovernmentandtheinstallationEnvironmentalManager
(EM)onprojectcloseoutinspectiontoensureallusedandunusedHMwasremovedfromthe
installation.Thisrequirementshallnotbeapunchlistitemandmustbeaccomplishedpriorto
thegovernmentacceptingbeneficialoccupancyofthefacilityorconstructionitem.See
SupplementContractorHazardousMaterialIdentificationFormCloseoutProcedures.
1.04 COVERINGOFDEBRIS
A. TheContractorandSubcontractorshallberesponsibletocoverallloadsofdebrisbefore
haulingthemoffthesite.TheContractorandSubcontractorshallprovideacoveringtokeep
thedebrisonthetruck;however,intheeventdebrisdoesfalloutofthetruckwhilehaulingthe
Contractorshallimmediatelycleanupalldebris.
1.05 UTILITYLINEMARKING
A. Contractorshallprovideandinstallwarningtapeswithinonefootofallnewutilitiesplaced
underground.
1. WarningTape:Acidandalkali-resistantpolyethylenefilmwarningtapemanufacturedfor
markingandidentifyingundergroundutilities,6inches(150mm)wideand4mils(0.1mm)
thick,continuouslyinscribedwithadescriptionoftheutility,placecontinuouslyalong
lengthofallutilities;coloredasfollows:
a. Red:Electric.
b. Yellow:Gas,oil,steam,anddangerousmaterials.
c. Orange:Telephoneandothercommunications.
d. Blue:Watersystems.
e. Green:Sewersystems.
1.06 ENVIRONMENTALPROTECTION
A. TheContractorshallabidebytheenvironmentalrequirementsoftheStateofPennsylvaniaand
thePennsylvaniaDepartmentofEnvironmentalProtection.Therequirementsshallbe
incorporatedintothewastedisposalplaninaccordancewithSection014100,Environmental
Protection.
B. Vehiclesandotherpoweredequipmentshallmeetlocalandstateairqualityregulationsfor
emissions.Theyshallbemechanicallysoundandhaveallseals,greaserings,andother
containmentsystemsinplacetoensureagainstleakage.Drippansshallbemaintainedsuch
thatoverflowandspillsdonotoccur.Thereshallbenoactivitiesforequipmentmaintenance
includingoilchanges,filterreplacements,orhydraulicequipmentrepairperformedon
GovernmentProperty.
C. Allsolidwasteshallbecollectedanddisposedofoffgovernmentpropertyonadailybasis.
Thereshallbenoaccumulationofsolidwasteunlessproperlycontainerizedorputwithina
fencedareatopreventmaterialbeingblownaboutbythewind.
D. PaintCans:OnlyemptyliquidpaintcansshallbeallowedinContractorcontrolleddumpsters.
Noaerosolcansmaybedisposedofindumpsters. Apaintcanisconsideredemptyifpaint
compriseslessthan1inchor3percentbyweightofthetotalcapacityofthecontainer,

whicheverisless.Iftheresidueinthecontainerexceedstheselimits,contacttheGovernment

F. Excavateddebrisexcludinghazardousorspecialwastessuchasasbestos,contaminatedsoils,
undergroundutilities,paints,orsolventsshallbedisposedofoffthesite.
G. AllsolidwastenotspecificallynotedaboveshallberemovedfromGovernmentpropertybythe
Contractor.
H. AllburiedutilitiesscheduledforremovalshallberemovedfromGovernmentpropertybythe
Contractor.
I. Ifatanytime,anauthorizedinspectorfortheBaseCivilEngineerthinksthatregulatory
requirementsarenotbeingfollowed,theBaseCivilEngineerreservestherighttonotifythe
ContractingOfficerandrecommendcorrectiveaction.

provisionsarenecessarytoconducthisworkinaccordancewithcurrentOSHA
standards.
b. Thefollowingareminimumrequirementsforthehealthandsafetyplan:
1) SafetyPlans:SafetyPlanswillbetheresponsibilityoftheContractorfor
constructionareasidentifiedbytheinstallationand/orPAANGasareasof
knownhazardsonly.Theseplansarerequiredby29CFR1926andarethe
responsibilityoftheContractor. Thisrequirementwillbecoordinatedthrough
theHealthandSafetyProgramofthemilitaryinstallationbytheContractor.
2) MinimumRequirementsfortheHealthandSafetyPlanareasfollows:
(a) Mustbekeptonsite,andmustbewritten.

ThisrequirementwillbecoordinatedthroughtheHealthandSafetyProgramof
themilitaryinstallationbytheContractor(sampleprovidedbyContracting
OfficerorDesignatedRepresentative).
(a) MaterialSafetyDataSheetsmustbemaintainedatthesiteforall
hazardousmaterialsinuse.
1.04 MONTHLYSAFETYMEETINGS
A. TheinstallationwillschedulesubsequentsafetymeetingswithContractorandSubcontractor
personnelonamonthlybasis.Minutesofsafetymeetingsshallbepreparedandsignedbythe
Contractor.ConcurrencesignedbyInspectionSectionandtheoriginalsubmittedtothe
ContractingOfficerorDesignatedRepresentative'sforinclusioninthecontractfile.
1.05 LIFEOFCONTRACTREQUIREMENTS
A. TheContractorshallcomplywith29CFR1926andallprovisionsofthissectionduringthelifeof
thecontract.
