FORMAL BIDDING REQUIREMENTS – N.C. GEN. STAT. § 143-129: Because the estimated expenditure for

this purchase is equal to or greater than $90,000, this solicitation is subject to the formal bidding

requirements of N.C. Gen. Stat. § 143-129. Sealed bids only will be accepted until 9:00 A Eastern Time on

Monday, September 21, 2026. Bids shall be submitted by USPS to Shirley Butterick, Purchasing Manager,

City of Monroe, P.O. Box 69, Monroe, NC 28111, or by FedEx, UPS, or hand delivery to Shirley Butterick,

Purchasing Manager, City of Monroe, 2125 Walkup Ave., Monroe, NC 28110. All bid packages shall be

clearly marked “SEALED FORKLIFT BID.” Bids shall not be accepted by email or other electronic

transmission. Bids will be publicly opened at 9:00 AM Eastern Time on Monday, September 21, 2026, at City

of Monroe, 2125 Walkup Ave., Monroe, NC 28110. In accordance with N.C. Gen. Stat. § 143-129, bids must

remain sealed until the time set for opening, bids will be opened publicly, and the contract will be awarded

to the lowest responsible bidder or bidders, taking into consideration quality, performance, and the time

specified in the bids. The advertisement for this solicitation shall comply with the statutory requirement

that at least seven full days lapse between publication of the notice and the bid opening.

Bids are being sought by the City of Monroe for the furnishing of one (1) new 2025 or newer diesel-powered rough-

terrain/all-terrain forklift or telehandler, equipped with forks, as specified herein. Bidder shall comply with all

applicable statutes, regulations, safety requirements, and manufacturer requirements.

Equipment shall meet all mandatory specifications and shall be the kind and type specified, or an approved

equivalent. A current manufacturer’s specification sheet/build sheet and applicable load chart for the proposed

equipment shall be included with the bid. All bids shall state the model, model year, delivery lead time, warranty,

and complete delivered price to Monroe, North Carolina. Quoted prices shall exclude applicable sales/use taxes but

shall include all freight, delivery, dealer preparation, assembly, standard commissioning, and other charges

necessary to place the equipment in service.

The City will consider current or most recent model year equipment that is new, unused, and suitable for the

intended application. Bidders may offer either a conventional rough-terrain/all-terrain forklift or a telehandler,

provided the proposed equipment meets or exceeds all mandatory performance requirements. A separate proposal

page shall be submitted for each model offered. Stock/inventory equipment shall be identified as such.

Bid withdrawal requests shall be governed by N.C. Gen. Stat. § 143-129.1. Any request to withdraw a bid based on

a qualifying clerical mistake must be submitted in writing to the City prior to award and within the time permitted by

statute and these instructions.

The City of Monroe reserves the right to reject any and/or all bids received, to waive minor informalities, and/or to

select the bid which, in the City’s judgment, is in the best overall interest of the City.

Complete manufacturer specifications and load chart(s) shall be included with each bid.

Bidder must meet all mandatory requirements for the bid to be considered responsive.

SPECIFICATIONS – DIESEL ROUGH-TERRAIN / ALL-TERRAIN FORKLIFT OR

TELEHANDLER

It is the intent of these specifications to establish minimum functional and performance requirements for one (1) new 2025 or

newer diesel-powered machine. The City’s intended use is outdoor material handling on gravel and other uneven surfaces. The

City will consider either a conventional rough-terrain/all-terrain forklift or a telehandler with fork carriage, provided the proposed

equipment meets the requirements below. Specifications are performance-based and are not intended to favor a particular

manufacturer or model. Any exception, deviation, or alternate specification must be clearly identified in the bidder’s response.

Rated Lift Capacity

Minimum 10,000 lbs. rated capacity at a 24-inch

load center, as demonstrated by the

manufacturer’s capacity rating/load chart for the

proposed configuration and fork attachment.

Lift Height

Minimum vertical fork lift height of 186 inches

(15.5 feet). For telehandlers, the submitted load

chart shall demonstrate the required capacity at

a fork height of at least 186 inches and a 24-

inch load center.

Load Chart / Rated Capacity

Manufacturer’s current load chart(s) shall be

submitted. For telehandlers, the load chart must

be for the exact machine and proposed fork

carriage/attachment. The machine shall include
